การแสดงบินครั้งนั้นทำให้ชาวสยามรู้สึกตื่นเต้นสนใจเป็นอันมากและปรารถนาให้มีเครื่องบิน ในสยามประเทศบ้าง พระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัวได้ทรงซื้อเครื่องบินลำดังกล่าวไว้เพื่อประโยชน์ในการศึกษา กระทรวงกลาโหมจึงมีดำริที่จะจัดตั้ง “แผนกการบิน” ขึ้นในกองทัพบก ด้วยตระหนักถึง ความจำเป็นที่ประเทศไทยจะต้องมีเครื่องบินไว้ป้องกันภัยของชาติ วาระนั้นพลเอกสมเด็จพระเจ้าบรมวงศ์เธอเจ้าฟ้ากรมหลวงนครไชยศรีสุรเดช เสนาบดีกระทรวงกลาโหม ได้ทรงสนับสนุนให้มีการคัดเลือกนายทหารบก 3 นาย ที่มีคุณสมบัติเหมาะสม ประกอบด้วย พันตรี หลวงศักดิ์ศัลยาวุธ (สุณี สุวรรณประทีป) ผู้บังคับกองพันพิเศษกองพลที่ 5 ร้อยเอก หลวงอาวุธสิขิกร(หลง สินศุข) ผู้รั้งผู้บังคับกองพันพิเศษกองพลที่ 9 และร้อยโททิพย์ เกตุทัต ผู้บังคับกองร้อยที่ 3 โรงเรียนนายร้อยชั้นมัธยมไปศึกษาวิชาการบิน ณ ประเทศฝรั่งเศส ซึ่งทรงเห็นว่า มีความเจริญก้าวหน้าในด้านการบินยิ่งกว่าประเทศอื่นๆ ในทวีปยุโรป ในขณะนั้น
ระหว่างที่นายทหารทั้งสามกำลังศึกษาวิชาการบินที่ประเทศฝรั่งเศสนั้น กระทรวงกลาโหมได้สั่งซื้อเครื่องบินแบบเบรเกต์ (Brequèt) ชนิดปีก 2 ชั้น จำนวน 3 ลำ เครื่องบินแบบนิเออปอร์ท ชนิดปีกชั้นเดียว 4 ลำ และเจ้าพระยาอภัยภูเบศร์ (ชุ่ม อภัยวงศ์) ได้บริจาคเงินซื้อเครื่องบินแบบเบรเกต์ให้แก่กระทรวงกลาโหมอีก 1 ลำ เครื่องบินทั้ง 8 ลำนี้นายทหารทั้ง 3 นาย ได้เป็นผู้ทดลองบิน ณ ประเทศฝรั่งเศสแล้วจึงส่งมายังประเทศไทย จึงนับได้ว่าทั้งสามนายเป็นนักบินชุดแรกของไทย
เมื่อนายทหารทั้ง 3 นาย สำเร็จการศึกษาวิชาการบินและเดินทางกลับถึงประเทศไทยในเดือนพฤศจิกายน พ.ศ. 2456 กระทรวงกลาโหมจึงได้เริ่มงานกิจการบินอย่างจริงจัง โดยตั้ง “แผนกการบิน” ให้ขึ้นอยู่ในการบังคับบัญชาของพลเอกพระเจ้าบรมวงศ์เธอกรมพระกำแพงอัครโยธิน จเรการช่างทหารบก มีการสร้างโรงเก็บเครื่องบินหลังโรงเรียนพลตำรวจ ปทุมวัน และใช้พื้นที่ส่วนหนึ่งของสนามม้าสระปทุม (ราชกรีฑาสโมสร) เป็นสนามบิน สนามบินสระปทุมจึงเป็นสนามบินแห่งแรกของประเทศไทย
วันที่ 29 ธันวาคม พ.ศ. 2456 ได้มีการทดลองบินด้วยเครื่องบินครั้งแรก ณ สนามบินสระปทุม ได้รับความสนใจจากประชาชนชาวไทยอย่างมาก เมื่อวันที่ 13 มกราคม พ.ศ. 2456 พระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัวเสด็จพระราชดำเนินไปยังโรงเก็บเครื่องบินและได้ทอดพระเนตรการบิน ซึ่งนักบินทั้ง 3 นาย บินถวายพร้อมโปรยกระดาษถวายพระพรชัยมงคล มีเจ้านาย ข้าราชการฝ่ายทหารและพลเรือนตลอดจนประชาชน ชาวไทยไปคอยทอดพระเนตรและชมอยู่บริเวณรอบๆ สนามบินแห่งนี้เป็นจำนวนมาก
หลังจากแผนกการบินได้จัดตั้งขึ้นเป็นเวลาประมาณ 1 ปี พลเอกเจ้าพระยาบดินทรเดชานุชิต (ม.ร.ว. อรุณ ฉัตรกุล) เสนาบดีกระทรวงกลาโหมได้มีดำริให้ย้ายแผนกการบินจากตำบลปทุมวัน เนื่องจากสถานที่เดิมเป็นที่ลุ่ม พื้นที่คับแคบ ไม่สะดวกในการขยายสนามบิน นายพันโท พระเฉลิมอากาศ (หลวงศักดิ์ ศัลยาวุธ) จึงเป็นหัวเรี่ยวหัวแรงสำคัญในการหาสถานที่และได้พบที่นาดอนทางตอนเหนือของอำเภอบางเขน ห่างจากพระนครประมาณ 24 กิโลเมตร เป็นพื้นที่ที่เหมาะสม สามารถใช้ประโยชน์ในการบินได้ตลอดปี อีกทั้งยังมีรถไฟสายเหนือวิ่งผ่าน และเหมาะจะพัฒนาเป็นสนามบินขนาดใหญ่ต่อไปได้ในอนาคต พื้นที่บริเวณนั้นชาวบ้านเรียกว่า “ดอนอีเหยี่ยว” เพราะมีฝูงเหยี่ยวบินจับกลุ่มมารวมกันเป็นกลุ่มใหญ่ หลังจัดตั้งกองบินแล้ว จึงเปลี่ยนชื่อเป็น “ดอนเมือง”

ในวันที่ 26 กุมภาพันธ์ พ.ศ. 2457 พลเอกเจ้าพระยาบดินทรเดชานุชิต เสนาบดีกระทรวงกลาโหม ได้ทูลเกล้าฯ ถวายหนังสือแด่พระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัว เพื่อขอพระราชทานพระบรมราชานุญาติให้ย้ายแผนกการบินไปตั้งอยู่ที่ตำบลดอนเมืองตั้งแต่วันที่ 1 มีนาคม พ.ศ. 2457 จากนั้นจึงเริ่มขนสัมภาระเข้าสู่ที่ตั้งแห่งใหม่ และในวันที่ 8 มีนาคม 2457 นายทหารนักบินทั้ง 3 นาย ได้ขับเครื่องบินจากสนามบิน สระปทุมไปลง ณ สนามบินดอนเมือง รวม 3 ลำเป็นปฐมฤกษ์ หลังจากการเคลื่อนย้ายเสร็จเรียบร้อย แผนกการบินจึงได้เริ่มปฏิบัติภารกิจที่ดอนเมืองตั้งแต่บัดนั้นเป็นต้นมา
