การส่งเสริมการท่องเที่ยว เกิดขึ้นโดยพระดำริของพระเจ้าบรมวงศ์เธอกรมพระกำแพงเพชรอัครโยธิน ครั้งทรงดำรงตำแหน่งผู้บัญชาการรถไฟ ได้มีการส่งเรื่องราวเกี่ยวกับเมืองไทยไปเผยแพร่ในสหรัฐอเมริกา ใน พ.ศ. 2467 ได้มีการจัดตั้งแผนกโฆษณาของการรถไฟขึ้น ทำหน้าที่รับรอง และ ให้ความสะดวก แก่นักท่องเที่ยวที่จะเดินทางมาประเทศไทย รวมทั้งการโฆษณาเผยแพร่ประเทศไทย ให้เป็นที่รู้จักของชาวต่างประเทศ มีสำนักงานตั้งอยู่ที่กรมรถไฟ เชิงสะพานนพวงศ์ ต่อมาได้ย้ายมาตั้งที่สถานีรถไฟหัวลำโพง เมื่อพระเจ้าบรมวงศ์เธอกรมพระกำแพงเพชรอัครโยธิน ทรงย้ายไปดำรงตำแหน่งเสนาบดีกระทรวงพาณิชย์ และคมนาคม งานด้านส่งเสริมการท่องเที่ยว ได้ย้ายไปอยู่ที่กระทรวงพาณิชย์ และคมนาคมด้วย แต่ยังคงทำงานร่วมกับกรมรถไฟ มีสำนักงานตั้งที่ถนนเจริญกรุง หน้าไปรษณีย์กลาง

การส่งเสริมการท่องเที่ยวได้เริ่มขึ้นอย่างชัดเจนใน พ.ศ. 2479 เมื่อ กระทรวงเศรษฐการ เสนอโครงการบำรุงอุตสาหกรรมท่องเที่ยวในประเทศสยามต่อคณะรัฐมนตรี โดยเสนอแผนและวัตถุประสงค์ของการอุตสาหกรรมท่องเที่ยว 3 ประการ คือ

            1. งานโฆษณาชักชวนนักท่องเที่ยว
            2. งานรับรองนักท่องเที่ยว
            3. งานบำรุงสถานที่ท่องเที่ยวและที่พัก

ในการเสนอโครงการนี้ กระทรวงเศรษฐการได้เสนอให้จัดเป็นรูปของสมาคมการท่องเที่ยว คณะรัฐมนตรีประชุมปรึกษา เมื่อวันที่ 4 พฤศจิกายน 2479 มีมติรับหลักการของการบำรุงอุตสาหกรรมท่องเที่ยว แต่ไม่รับหลักการในการจัดตั้งให้เป็นรูปสมาคม ได้มีมติแต่งตั้งคณะกรรมการขึ้นคณะหนึ่ง ดำเนินงานโดยให้กระทรวงเศรษฐการ เป็นเจ้าของเรื่อง กระทรวงเศรษฐการได้มอบงานนี้ให้กรมพาณิชย์ เป็นผู้จัดทำเพราะกรมพาณิชย์มีแผนกส่งเสริมพาณิชย์ และท่องเที่ยวอยู่กระทรวงเศรษฐการได้ดำเนินการเรื่องนี้ต่อมาจนเมื่อสงครามโลกครั้งที่ 2 เกิดขึ้น และสำนักงานถูกระเบิด จึงเลิกกิจการไปชั่วคราว

เมื่อวันที่ 10 สิงหาคม 2492 คณะรัฐมนตรีได้พิจารณาเห็นควรปรับปรุงหน่วยงานท่องเที่ยวขึ้นใหม่ จึงได้มีมติให้กรมโฆษณา การยกร่างโครงการปรับปรุงหน่วยงานส่งเสริมการท่องเที่ยวเสนอให้คณะรัฐมนตรีพิจารณา ในการประชุม เมื่อวันที่ 19 ตุลาคม 2492 คณะรัฐมนตรีได้มีมติให้กรมโฆษณาการพิจารณาส่งเสริมการท่องเที่ยว กรมโฆษณาการได้ทำความตกลงกับกระทรวงเศรษฐการ ซึ่งในสมัยนั้นมีชื่อว่า กระทรวงพาณิชย์และคมนาคม ขอโอนกิจการส่งเสริมการท่องเที่ยว จากกระทรวงพาณิชย์และคมนาคมมาอยู่กับกรมโฆษณาการ สำนักนายกรัฐมนตรี และให้เรียกส่วนงานนี้ว่า "สำนักงานส่งเสริมการท่องเที่ยว" ใช้งบประมาณของกรมโฆษณาการเป็นงบประมาณค่าใช้จ่ายของสำนักงานนี้ ต่อมากรมโฆษณาการได้พิจารณาเห็นว่ากิจการส่งเสริมการท่องเที่ยวกำลังตื่นตัวในประเทศไทยมาก จึงได้จัดตั้งสำนักงานส่งเสริมการท่องเที่ยวให้มีฐานะเทียบเท่ากอง เรียกว่า "สำนักงานท่องเที่ยว" โดยพระราชกฤษฎีกาจัดวางระเบียบราชการกรมโฆษณาการในสำนักนายกรัฐมนตรี พ.ศ. 2493 

ใน พ.ศ. 2501 เมื่อจอมพลสฤษดิ์ ธนะรัชต์ ไปพักรักษาตัวอยู่ ณ โรงพยาบาลวอลเตอร์รีด สหรัฐอเมริกา ได้ศึกษากิจการท่องเที่ยวด้วยความสนใจ และได้ดำริที่จะส่งเสริมอุตสาหกรรมท่องเที่ยวในประเทศอย่างจริงจัง ในปีต่อมาเมื่อจอมพลสฤษดิ์ ธนะรัชต์ เป็นนายกรัฐมนตรี ได้มีประกาศพระราชกฤษฎีกาจัดแบ่งส่วนราชการ กรมประชาสัมพันธ์ พ.ศ. 2502 โดยตัด "สำนักงานท่องเที่ยว" ออก แล้วจัดตั้งขึ้นเป็นองค์การอิสระ เรียกว่า "องค์การส่งเสริมการท่องเที่ยวแห่งประเทศไทย"มีชื่อย่อว่า "อ.ส.ท."โดยพระราชกฤษฎีกาจัดตั้งองค์การส่งเสริมการท่องเที่ยว พ.ศ. 2502 

ในระยะแรกสถานที่ทำการขององค์การส่งเสริมการท่องเที่ยวแห่งประเทศไทยได้อาศัย อาคารของกรมประชาสัมพันธ์เป็นสำนักงาน ต่อมาได้ย้ายมาเปิดดำเนินงาน ณ สำนักงานถนนศรีอยุธยา เมื่อวันที่ 26 กุมภาพันธ์ 2503 ได้ประกอบพิธีเปิด "องค์การส่งเสริมการท่องเที่ยวแห่งประเทศไทย" เมื่อวันที่ 18 มีนาคม 2503

องค์การส่งเสริมการท่องเที่ยว ซึ่งจัดตั้งขึ้นโดยพระราชกฤษฎีกาจัดตั้งองค์การส่งเสริมการท่องเที่ยว พ.ศ. 2502 นั้น มีหน้าที่ส่งเสริมการท่องเที่ยวเป็นส่วนใหญ่ ต่อมาอุตสาหกรรมท่องเที่ยวได้ขยายตัวอย่างกว้างขวางรวดเร็ว จำเป็นต้องปรับปรุงอำนาจหน้าที่ของ อ.ส.ท. ให้มีขอบเขตการปฏิบัติงานกว้างขวางยิ่งขึ้นทั้งในด้านการพัฒนา อนุรักษ์ทรัพยากรทางการท่องเที่ยว และ การส่งเสริมเผยแพร่ จึงได้มีการนำเสนอร่างพระราชบัญญัติ การท่องเที่ยวแห่งประเทศไทย และ ร่างพระราชบัญญัติจัดระเบียบธุรกิจเกี่ยวกับอุตสาหกรรมท่องเที่ยว เพื่อให้ หน่วยงานการท่องเที่ยวของรัฐ มีอำนาจหน้าที่และรับผิดชอบในการพัฒนาส่งเสริมเผยแพร่ และ ดำเนินกิจการ เพื่อเป็นการริเริ่มให้มีการพัฒนาแหล่งท่องเที่ยว ตลอดจนคุ้มครองให้ความปลอดภัยแก่นักท่องเที่ยวด้วย สภานิติบัญญัติแห่งชาติซึ่งทำหน้าที่รัฐสภาในการประชุมครั้งที่ 41 วันศุกร์ที่ 20 เมษายน 2522 ได้พิจารณาร่างพระราชบัญญัติทั้ง 2 ฉบับ แล้วปรากฏว่า ร่างพระราชบัญญัติจัดระเบียบธุรกิจ เกี่ยวกับอุตสาหกรรมท่องเที่ยวไม่ผ่านการพิจารณา ส่วนพระราชบัญญัติการท่องเที่ยวแห่งประเทศไทยได้ผ่านการพิจารณาประกาศในราชกิจจานุเบกษา ฉบับพิเศษ เล่มที่ 96 ตอนที่ 72 วันที่ 4 พฤษภาคม 2522 จัดตั้ง "การท่องเที่ยวแห่งประเทศไทย" ขึ้น มีชื่อย่อว่า "ททท.
