กรณีที่พนักงานไม่ดำเนินการภายในระยะเวลาที่กำหนดไว้ในระเบียบ ให้ถือว่าไม่มีข้อร้องทุกข์หรืออุทธรณ์ร้องทุกข์เกิดขึ้น หรือข้อร้องทุกข์ หรืออุทธรณ์นั้นเป็นอันสิ้นสุดแล้วแต่กรณี แต่อย่างไรก็ดีระยะเวลาที่กำหนดไว้ในระเบียบนี้อาจจะขยายออกไปได้เมื่อมีการตกลงยินยอมกันระหว่างพนักงานผู้ร้องทุกข์กับ ผู้บังคับบัญชาระดับบริหาร กระบวนการยุติข้อร้องทุกข์
