ฟะห์ : ต่อมาเมื่อ ดร. ปลอดประสพ สุรัสวดี (อธิบดีกรมป่าไม้ในขณะนั้น) ได้ไปตรวจราชการในท้องที่จังหวัดนราธิวาส ได้ให้นโยบายเกี่ยวกับวนอุทยานอ่าวมะนาวขณะนั้นว่า ควรดำเนินการจัดตั้งวนอุทยานอ่าวมะนาวให้เป็นอุทยานแห่งชาติทางทะเล เพราะมีพื้นที่โดยรวมประกอบด้วย ท้องทะเล และทรัพยากรธรรมชาติริมฝั่งทะเลที่สมบูรณ์ มีหาดทรายขาวสลับด้วยโขดหินที่สวยงามแปลกตา ทั้งเป็นแหล่งท่องเที่ยวที่มีชื่อเสียงของจังหวัดนราธิวาสและประเทศใกล้เคียงคือ มาเลเซีย ประกอบกับวนอุทยานอ่าวมะนาว มีอาณาเขตพื้นที่ติดต่อกับพระตำหนักทักษิณราชนิเวศน์ ซึ่งทุกๆ ปี ประมาณช่วงเดือนกันยายนถึงเดือนตุลาคม จะมีการเสด็จแปรพระราชฐานเพื่อทรงงาน ตามพระราชดำริในท้องที่ ด้านการป่าไม้ด้วย ซึ่งส่วนอุทยานแห่งชาติทางทะเลได้สนองนโยบายตามที่อธิบดี มอบหมายดังกล่าว โดยจัดส่งเจ้าหน้าที่ออกมาทำการสำรวจพื้นที่บริเวณอ่าวมะนาว และ เตรียมจัดตั้งเป็นอุทยานแห่งชาติต่อไป และในปี พ.ศ. 2544 ดร. ปลอดประสพ สุรัสวดี (อธิบดีกรมป่าไม้ในขณะนั้น) ได้ตั้งชื่อให้ใหม่เพื่อเป็นเกียรติว่า “ อุทยานแห่งชาติอ่าวมะนาว – เขาตันหยง ”
