กฎบัตรอาเซียนข้อ 34 บัญญัติว่า “The working language of ASEAN shall be English” | “ภาษาที่ใช้ในการทำงานของอาเซียน คือ ภาษาอังกฤษ” ความหมายที่เป็นที่เข้าใจในขั้นต้นก็เป็นเพียงเรื่องของทางราชการและภาคธุรกิจเอกชนเท่านั้น ซึ่งหากเป็นเพียงเท่านี้ก็เป็นเรื่องปรกติธรรมดาของการทำงานในโลกปัจจุบันอยู่แล้ว

แม้จะหมายความเพียงว่าเป็นการใช้ภาษาอังกฤษในการสื่อสารระหว่างกันในการทำงานร่วมกันของเจ้าหน้าที่รัฐบาล ตลอดจนองค์กรและหน่วยงานต่างๆที่เกี่ยวข้อง ทั้งภาครัฐและภาคเอกชน ทว่าความหมายของบทบัญญัติที่ให้ภาษาอังกฤษเป็นภาษาของอาเซียนสำหรับการทำงานร่วมกันนั้นมีความหมายกว้างไกลไปถึงทุกส่วนของประชาคมอาเซียนด้วย

หมายความว่าประชาชนพลเมืองใน 10 ประเทศอาเซียนจะต้องใช้ภาษาอังกฤษกันมากขึ้น นอกเหนือจากภาษาประจำชาติหรือภาษาประจำถิ่นของแต่ละชาติแต่ละชุมชนเอง เพราะไม่เพียงแต่เจ้าหน้าที่รัฐเท่านั้นที่จะต้องไปมาหาสู่ร่วมประชุมปรึกษาหารือและสื่อสารกัน และไม่เฉพาะนักธุรกิจและคนทำมาค้าขายระหว่างประเทศเท่านั้นที่จะต้องใช้ภาษาอังกฤษในการสื่อสารและการติดต่อธุรกิจระหว่างกัน

คนทำงานเกี่ยวกับอาเซียน :
