ประเด็นยุทธศาสตร์ที่ 1 เพิ่มขีดความสามารถบัณฑิตสู่สากล ด้วยกลยุทธ์ 5 กลยุทธ์ คือ 1) สร้างบัณฑิตที่พึงประสงค์สู่ความเป็นพลเมืองที่ดีของโลก ประกอบด้วยตัวชี้วัด 2 ตัวชี้วัด 4 โครงการ 2) สร้างบรรยากาศความเป็นสากล ประกอบด้วยตัวชี้วัด 4 ตัวชี้วัด 5 โครงการ 3) พัฒนาบุคลากรเป็นมืออาชีพ ประกอบด้วยตัวชี้วัด 5 ตัวชี้วัด 4 โครงการ 4) สร้างเครือข่ายที่มีคุณภาพ ประกอบด้วยตัวชี้วัด 6 ตัวชี้วัด 5 โครงการ 5) ได้รับการยอมรับในมาตรฐานคุณภาพการศึกษาระดับประชาคมอาเซียน ประกอบด้วยตัวชี้วัด 4 ตัวชี้วัด 3 โครงการ
