The village was established under a project to develop Na Jok Village as a historical and cultural tourist attraction. In 1999, a memorandum of understanding between Nakhorn Phanom Chamber of Commerce, the Provincial Cultural Center and the Museum of Ho Chi Minh of Vietnam was signed with the support of the Research Network Fund for Village Development and Na Jok Village was selected.

After the signing ceremony, consultation and operation committees were set up to carry out the project. The village was officially opened on February 21, 2004, with His Excellency Pham Van Khai, the Prime Minister of Vietnam, and His Excellency Dr. Taksin Shinawatra, the Prime Minister of Thailand, presiding over the opening ceremony. An interesting aspect of the project is that there is concrete cultural cooperation between the two countries born out of their long cultural, historical and economic relationships.

The Ministry of Foreign Affairs expressed its support for the project to the Tourism Authority of Thailand in a November 30, 1999 memo that

1) Vietnam is a member of the ASEAN group and it has a strong bilateral relationship with Thailand. The two countries have established cooperation in different fields as well as encouraging the two peoples to visit each other to cement better mutual understanding.

2) The late Ho Chi Minh is still a spiritual inspiration for the Vietnamese. Developing the village as a historical and cultural place promotes not only tourism but also Thai-Vietnamese friendship at the government and people levels. At present, a large number of Vietnamese have visited the village due to its historical and political significance.

3) The number of Vietnamese tourists visiting Thailand has been increasing every year and their favorite attractions are Bangkok and Pattaya. As a consequence, if the village is developed, more Vietnamese tourists will visit the region.

Other activities to develop the village as a tourist attraction included building more infrastructures and developing the contents of the exhibition with cooperation from the provincial committee, Office of the National Museum and the Department of International Cooperation, Ministry of Information and Culture of Vietnam. At a meeting on June 6, 2003, Vietnam proposed constructing a replica of the home of Ho Chi Minh, provided relevant documents and materials, and donated a statue of the late president.

Office of the National Museum was in charge of the exhibition. The exhibition building is a two-storey structure with open space on the ground floor. The exhibition on the second floor is divided into the following three main groups.
