ป่าดอยขุนตาล เป็นป่า 1 ใน 14 แห่ง ที่คณะรัฐมนตรีได้มีมติในการประชุม เมื่อวันที่ 7 ตุลาคม พ.ศ. 2502 ให้จัดตั้งเป็นอุทยานแห่งชาติ ซึ่งกรมป่าไม้ได้ประกาศให้ป่าในท้องที่บางส่วนของตำบลท่าปลาดุก อำเภอแม่ทา จังหวัดลำพูน เป็นป่าสงวนแห่งชาติป่าดอยขุนตาล ตามกฎกระทรวง ฉบับที่ 116 (พ.ศ. 2506) ประกาศในราชกิจจานุเบกษา เล่ม 80 ตอนที่ 82 วันที่ 13 สิงหาคม 2506 เนื้อที่ 39,206.25 ไร่ และในท้องที่บางส่วนของตำบลเวียงตาล ตำบลวอแก้ว อำเภอห้างฉัตร และตำบลบ้านเอื้อม อำเภอเมือง จังหวัดลำปาง เป็นป่าสงวนแห่งชาติป่าดอยขุนตาลตาม กฎกระทรวงฉบับที่ 359 (พ.ศ. 2511) ประกาศในราชกิจจานุเบกษา เล่ม 85 ตอนที่ 109 วันที่ 22 พฤศจิกายน 2511 เนื้อที่ 120,625 ไร่
