เป็นส่วนหนึ่งของอุทยานวิทยาศาสตร์พระจอมเกล้า ณ หว้ากอ จังหวัดประจวบคีรีขันธ์ จัดตั้งตามแผนหลักของโครงการ เพื่อเป็นศูนย์กลางการเรียนรู้ด้านวิทยาศาสตร์ทางทะเล ธรรมชาติวิทยา และสิ่งแวดล้อม สำหรับเด็ก เยาวชน นักเรียน นักศึกษา ทั้งในและนอกระบบโรงเรียนรวมทั้งประชาชนทั่วไปทั้งชาวไทยและชาวต่างชาติ
