ประเทศไทยมีการผลิตครูมากถึงปีละประมาณ 12,000 คน ในขณะที่อัตราการบรรจุครูใหม่ในแต่ละปีมีเพียง 3-4 พันคนเท่านั้น ซึ่งหมายความว่าในแต่ละปี บัณฑิตครูที่จบออกมาใหม่จะมีการตกงานเบื้องต้นเกือบหนึ่งหมื่นคน แต่ในภาพรวมประเทศไทยยังนับว่าขาดแคลนครู โดยเฉพาะครูในสาขาวิชาสำคัญๆ เช่น วิทยาศาสตร์ คณิตศาสตร์ ภาษา เป็นต้น ยังพบอีกว่า ไม่มีความชัดเจนทางนโยบายในการที่จะสนับสนุนให้ผู้สำเร็จการศึกษาในสาขาวิชาที่ตรงกับเนื้อหาสาระ ในทางตรงกันข้ามยังกลับพบมาตรการในเชิงกีดกันอีกด้วย เช่น การกำหนดให้ผู้ที่จะรับใบอนุญาตประกอบวิชาชีพครูได้ต้องไปเรียนเพิ่มเติมอีกอย่างน้อยหนึ่งปี เป็นต้น
