กลยุทธ์ของไทยในเอเปค คือ มุ่งผลักดันเรื่องการลด/เลิกมาตรการกีดกันทางการค้าที่มิใช่ภาษีของสมาชิก และผลักดันความร่วมมือของเอเปคเรื่องการอำนวยความสะดวกทางการค้าและการเสริมสร้างความร่วมมือทางเศรษฐกิจและวิชาการมากกว่าการเปิดเสรีทางการค้าและการลงทุน โดยไทยมีบทบาทสำคัญในกรอบเอเปค เช่น
- สมาชิกส่วนใหญ่ รวมทั้งไทย ได้ผลักดันให้มีการปรับปรุงรูปแบบการนำเสนอแผนปฏิบัติการรายสมาชิก (Individual Action Plan: IAP) ให้มีความโปร่งใส และสามารถใช้ประโยชน์ได้ง่ายขึ้น ซึ่งต่อมาได้มีการพัฒนาระบบ e-IAP (การนำเสนอ IAP ของสมาชิกทางอินเตอร์เน็ต) โดยการนำของออสเตรเลีย นอกจากนั้น ไทยได้เสนอ IAP ของไทย เพื่อเปิดโอกาสให้สมาชิกอื่นตรวจสอบตามกระบวนการ IAP Peer Review ของเอเปค ในช่วงการประชุม เจ้าหน้าที่อาวุโสเอเปค ครั้งที่ 2/2543 ณ กรุงบันดาร์เสรีเบกาวัน ประเทศบรูไน โดยมีผู้แทนจากหน่วยงานต่างๆ ที่เกี่ยวข้อง เช่น สำนักงานเศรษฐกิจการคลัง สำนักงานเศรษฐกิจการเกษตร กระทรวงคมนาคม และกรมเศรษฐกิจการพาณิชย์ ร่วมเดินทางไปชี้แจงข้อมูลและตอบข้อซักถามของสมาชิกอื่นเกี่ยวกับ IAP ของไทย
