เป็นงานประจำปีที่จัดขึ้นใหม่ หลังจากที่ได้มีการจัดงานฉลองเมือง สกลนคร 150 ปีแล้ว เมื่อปี พ.ศ. 2531 เพื่อต้องการที่จะสืบทอดศิลป วัฒนธรรมประเพณีของกลุ่มชนต่างๆ ที่เป็นชนชาติพันธุ์ของชาวสกลนคร ให้คงอยู่ต่อไป โดยกำหนดจัดงานขึ้นในวันเสาร์สัปดาห์ที่ 3 ของเดือน ธันวาคมของทุกปี โดยจัดงานปีละ 7 วัน บริเวณศาลากลางจังหวัดสกลนคร มีการแสดงขบวนแห่ศิลปวัฒนธรรมประเพณีของกลุ่มชนต่างๆ ที่อยู่ในจังหวัด ทุกกลุ่ม เช่น กลุ่มผู้ไทย (ภูไท) โส้ ย้อ โย้ย กะเลิง กะตาก ลาว ญวน และจีน โดยขบวนจะเริ่มออกจากสนามมิ่งเมืองในเขตเทศบาลเมือง เคลื่อนขบวนไปตามถนนมุ่งหน้าไปยังศาลากลาง ไปรวมกันที่สนามหน้าศาลากลางจังหวัด
