วัตถุประสงค์
สาระ
๑. เป็นการตอบแทนบุญคุณของควายที่ช่วยเหลือชาวนา ทำนา จึงเทอดทูนผู้มีพระคุณ
๒. เป็นการอนุรักษ์ช่างฝีมือในการทำว่าว ซึ่งนับวันจะหายากยิ่งขึ้น
๓. เสริมสร้างความสัมพันธ์ไมตรีที่ดีต่อกันระหว่างรัฐต่าง ๆ ของประเทศมาเลเซียที่มีชายแดนติดต่อกับจังหวัดสตูล
๔. เป็นศูนย์รวมของว่าวภาคใต้
๕. เป็นการใช้เวลาว่างให้เกิดประโยชน์ ปลูกฝังให้เยาวชนให้ตระหนักถึงภูมิปัญญาไทย มรดกอันล้ำค่าทางวัฒนธรรม

กิจกรรม
ภายในงานมีการจัดกิจกรรมต่างๆ มากมาย ได้แก่ การแสดงว่าวแฟนซีขนาดใหญ่กว่า 100 ชุด
จากนานาประเทศ ที่มีรูปแบบหลากหลาย สีสันตระการตา, ต้อนรับปีมะเมียด้วยว่าวม้า 2 ชุด
ซึ่งมีขนาดใหญ่กว่า 12 เมตร, ชมว่าวปลาวาฬเริงร่า ปลาดาวดุ๊กดิ๊ก ปลากระเบนหางยาว
ปลาปักเป้าตัวกลม ลุงเต่าหัวโต ปลาหมึกเอเลี่ยน เจ้าชายกบ และแมงกะพรุนลัลลา
หลากสีสันต้อนรับซัมเมอร์ และเอาใจเด็กๆ ด้วยว่าวการ์ตูน เช่น แคสเปอร์ ซานตาคลอส
หมีแพนด้า นกเพนกวิน วอลเลซ โกรมิทฟินดุส และไฮบลึท เป็นต้น
นอกจากนี้ยังมีการแสดงว่าวผาดโผนที่ใช้เทคนิคพิเศษ มีความรวดเร็ว
พบกับทีมว่าว Stunt ที่จะทำการแสดงเคลื่อนขบวนในรูปแบบต่างๆ
ประกอบจังหวะเสียงเพลงบนผืนฟ้า การแปลอักษรว่าว Revolution

การแข่งขันว่าวประเพณีจังหวัดสตูล เริ่มมีวันที่ ๑๙ กุมภาพันธ์ ๒๕๑๙
โดยคณะครู-อาจาย์โรงเรียนสตูลวิทยา และชาวบ้านตำบลคลองขุด
อำเภอเมือง จังหวัดสตูล ริเริ่มจัดการแข่งขัน เนื่องจากช่วงเดือนกุมภาพันธ์
ลงมรสุมตะวันออกเฉียงเหนือ หรือ ลมว่าวกำลังพัดย่านท้องที่สนามบิน
และในจังหวัดภาคใต้ เหมาะแก่การเล่นว่าว ซึ่งเป็นการละเล่นพื้นเมืองที่ลงทุนน้อย
เล่นง่าย เป็นภูมิปัญญาชาวบ้านที่ประดิษฐ์ว่าวประเภทต่างๆ ขึ้นมา ประกอบคนชาวไทยเป็นนักประดิษฐ์
