การใช้น้ำคุณภาพดีมาช่วยบรรเทาน้ำเน่

การใช้น้ำคุณภาพดีมาช่วยบรรเทาน้ำเน่าเสียหรือที่เรียกกันว่า "น้ำดีไล่น้ำเสีย" นั้น ได้แก่ การใช้น้ำที่มีคุณภาพดีช่วยผลักดันน้ำเน่าเสียออกไปและช่วยให้น้ำเน่าเสียมีสภาพเจือจางลง ทั้งนี้โดยรับน้ำจากแม่น้ำเจ้าพระยา หรือจากแหล่งน้ำภายนอกส่งไปตามคลองต่างๆ เช่น คลองบางเขน คลองบางซื่อ คลองแสนแสบ คลองเทเวศร์ หรือคลองบางลำภู ฯลฯ เป็นต้น ซึ่งกระแสน้ำจะไหลแผ่กระจายขยายไปตามคลองซอยที่เชื่อมกับแม่น้ำเจ้าพระยาอีกด้านหนึ่ง ดังนั้นเมื่อการกำหนดดวงรอบเกี่ยวกับการไหลของน้ำไปตามคลองต่างๆ นับแต่ปากคลองที่น้ำไหลเข้ามาจนถึงปลายคลองที่น้ำไหลออกได้อย่างเหมาะสม โดยที่น้ำสามารถไหลเวียนไปตามลำคลองได้ตลอดแล้ว ย่อมสามารถเจือจางน้ำเน่าเสียและชักพาสิ่งโสโครก ซึ่งจะเป็นวิธีการช่วยบรรเทาน้ำเน่าเสียในคลองต่างๆ ตอนช่วงฤดูแล้งได้อย่างดี

เมื่อวันที่ 4 เมษายน พ.ศ. 2528 พระบาทสมเด็จพระเจ้าอยู่หัวเสด็จพระราชดำเนินพร้อมด้วยสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารีไปทอดพระเนตรสภาพน้ำเน่าเสียตามคลองต่างๆ ในเขตกรุงเทพมหานครที่บริเวณประตูระบายน้ำปากคลองเทเวศร์ คลองแสนแสบ และคลองลาดพร้าว ซึ่งในครั้งนั้นได้พระราชทานพระราชดำริว่า

....การจัดระบบควบคุมระดับน้ำในคลองสายต่างๆ โดยเฉพาะอย่างยิ่งการจัดระบบระบายน้ำในกรุงเทพมหานครนั้น สมควรวางระบบให้ถูกต้องตามสภาพการณ์และลักษณะภูมิประเทศ ซึ่งควรแข่งออกเป็น 2 แผนด้วยกัน คือแผนสำหรับใช้กับในฤดูฝนหรือในฤดูน้ำมากนี้ ก็เพื่อประโยชน์ในการป้องกันน้ำท่วมและเพื่อบรรเทาอุทกภัยเป็นสำคัญแต่แผนกระบายน้ำในฤดูแล้งนั้นก็ต้องจัดอีกแบบหนึ่งต่างกันไป เพื่อการกำจัดหรือไล่น้ำเน่าเสียออกจากคลองดังกล่าวเป็นหลัก ซึ่งทั้งสองระบบนี้ควรจะพิจารณาถึงวิธีการระบายน้ำ โดยอาศัยแรงโน้มถ่วงของโลกให้มากที่สุด ทั้งนี้เพื่อประหยัดค่าใช้จ่ายในการควบคุมระดับน้ำตามลำคลองเหล่านี้....

จากแนวพระราชดำริดังกล่าวจึงบังเกิดกรรมวิธีในการบำบัดน้ำเสีย 2 ประการตามแนวพระราชดำริ "น้ำดีไล่น้ำเสีย" คือ

วิธีที่หนึ่ง
