ข้อดีและข้อเสียของนโยบายภาษีรถยนต์คันแรกในส่วนของภาครัฐบาล

1. กระตุ้นเศรษฐกิจภาครวมของประเทศ กรมสรรพากรเองก็ยังสามารถเก็บภาษีได้มากขึ้น ทั้งภาษีมูลค่าเพิ่ม ทั้งภาษีกำไรจากค่ายรถยนต์ เพื่อนำไปชดเชยกับเงินที่หายไปกว่า 1.5 แสนล้านบาท จากการลดภาษีนิติบุคคลจาก 30% เหลือ 23% ซึ่งในแง่เศรษฐกิจภาพรวมแล้ว ต้องถือว่า โครงการนี้มีส่วนกระตุ้นเศรษฐกิจได้ไม่น้อยทีเดียวเพราะล่าสุดเศรษฐกิจไทยในปี 55 ที่ผ่านมา ก้าวกระโดดไปถึง 6.4% จากที่คาดว่าจะเติบโตได้เพียง 5.5% เท่านั้น
2. กระตุ้นการเจริญเติบโตของภาคอุตสาหกรรมรถยนต์ในประเทศไทย
3. สถานะทางสังคมของประเทศมีความเจริญขึ้นเนื่องจากมีรถยนต์เป็นดัชนีวัดความเจริญก้าวหน้าในทางหนึ่ง
4. มีการสร้างงานเนื่องจาก ภาค SME ในประเทศไทยมีการเจริญเติบโตขึ้นเช่น โรงงานผลิดอะไหล่รถยนต์ โรงงานผลิตของตกแต่งรถยนต์

ข้อเสีย
1. เป็นโครงการที่ไม่ได้ช่วยลดภาระ หรือช่วยเหลือ คนรากหญ้าที่เป็นกลุ่มใหญ่ของประเทศแต่อย่างใด หนำซ้ำยังเน้นช่วยกลุ่มนายทุนรถยนต์ และชนชั้นกลาง
2. นโยบายนี้ เป็น การ "บิดเบือนโครงสร้างภาษี" อย่างชัดเจน เพราะก่อนนี้ต้องการ รณรงค์ให้อัตราภาษีสรรพสามิตไม่เท่ากันเพื่อ สนับสนุนการซื้อรถที่ใช้พลังงานทดแทน

4. เป็นนโยบายที่ สร้างปัญหาจราจร และทำลายระบบขนส่งมวลชนที่มีการรณรงค์มาโดยตลอด
5. เป็นนโยบายที่ขัดกับนโยบายที่รณรงค์ให้รักษาสิ่งแวดล้อมเนื่องจากจำนวนรถยนต์ที่มากขึ้น ส่งผลให้มีมลพิษในอากาศเพิ่มขึ้น
6. เป็นนโยบายที่ทำให้เกิดความล่าช้าในการบริหารประเทศ เนื่องจากมีการใช้ต้นทุนเงินที่สูงเพื่อให้กับทางประชาชนและไม่สามารถนำไปบริหารนโยบายในส่วนอื่นๆได้ เช่น ในส่วนของระบบขนส่งมวลชนสาธารณะ
7. บริษัทขายรถจะยอดขายตก เต๊นท์ขายรถมือสองจะเลิกกิจการจำนวนมาก เพราะซื้อรถล่วงหน้าไว้ตั้งแต่ปีนี้แล้ว ส่วนคนที่ผ่อนไม่ไหวก็จะยกรถให้ญาติไปผ่อนแทน รถมือสองจึงมากมายขณะที่หาคนซื้อได้ยากเต็มที
8. ประเทศจะเริ่มขาดดุลการค้า ที่ผ่านมาไทยได้ดุลการค้ามาตลอด มีเพียงบางเดือนที่เคยขาดดุลการค้า แต่ผลของจำนวนรถที่เพิ่มขึ้น และคนไทยก็ไม่เคยประหยัดการใช้น้ำมันและสินค้าฟุ่มเฟือย ขณะที่การส่งออกก็ชะลอตัว จึงเป็นไปได้อย่างสูงที่ไทยจะขาดดุลการค้าในปีหน้า (น้ำมันเป็นสินค้านำเข้าที่มูลค่าสูงสุดของไทย)

ทั้งนี้ กรมสรรพสามิตคาดการณ์ว่า ในปี 2556 ยอดจ่ายเงินคืนจะมีทั้งสิ้น 577,246 ราย เป็นเงิน 40,368 ล้านบาท ปี 2557 จำนวน 674,019 ราย เป็นเงิน 51,409 ล้านบาท ขณะที่ ณ วันที่ 9 ก.ค. มีการคืนเงินรถคันแรกไปแล้ว 21,964 ล้านบาท เป็นจำนวนรถยนต์ 319,975 คัน ซึ่งมีการโอนเงินให้ผู้ได้สิทธิ์ไปแล้วทั้งสิ้น 9 ครั้ง
ผู้สื่อข่าวรายงานว่า จากการตรวจสอบการยกเลิกขอใช้สิทธิ์โครงการรถคันแรกที่มีจำนวน 4,837 รายนั้น พบว่าส่วนใหญ่เกิดจากผู้ที่เคยขอใช้สิทธิ์ "ไม่ต้องการใช้สิทธิ์" แล้วถึง 1,261 ราย รองลงมาเกิดจาก "ต้องการขายหรือโอนรถ" ก่อนจะถือครองครบ 5 ปี จำนวน 785 ราย ขณะที่เกิดจาก "รถประสบอุบัติเหตุ/สูญหาย" 630 ราย
เกิดจากการ "บันทึกข้อมูลผิดพลาดหรือเปลี่ยนแปลงข้อมูล" 521 ราย เกิดจาก "เปลี่ยนยี่ห้อ/รุ่นรถ หรือเปลี่ยนใบจอง" 337 ราย เกิดจาก "เคยครอบครองรถมาก่อน หรือรถที่ขอใช้สิทธิ์เป็นรถมือสอง" 310 ราย เกิดจาก "ซื้อ/จองรถก่อนอายุครบ 21 ปีบริบูรณ์" 150 ราย เกิดจากกรณี "เสียชีวิต" 126 ราย เกิดจาก "ซื้อ/จองรถก่อนวันที่ 16 ก.ย. 2554" จำนวน 103 ราย
นอกจากนี้ ยังมีที่เกิดจาก "ไม่ผ่านไฟแนนซ์ หรือมีปัญหาการเงิน" อีก 228 ราย เกิดจาก "ยื่นเอกสารเพิ่มเติมเกิน 90 วันถัดจากวันรับมอบรถ" อีก 37 ราย และอื่น ๆ อาทิ ส่งมอบรถไม่ทัน มีปัญหาสุขภาพ ปัญหาครอบครัว เป็นต้น อีก 261 ราย รวมถึงไม่ระบุเหตุผลอีก 88 ราย
ส่วนกรณีผู้ขอใช้สิทธิ์ 19 รายที่กรมสรรพสามิตต้องติดตามเรียกเงินคืนนั้น มีสาเหตุหลัก ๆ ประกอบด้วย 1) ไม่สามารถผ่อนชำระค่างวดได้ รถยนต์จึงถูกยึดและขายออก ทำให้มีเงินไม่พอส่งให้กรมสรรพสามิต 2) รถยนต์เกิดอุบัติเหตุ เกิดความเสียหายและขายทอดตลาด แต่เงินส่งกรมสรรพสามิตไม่พอ และ 3) ผิดเงื่อนไขการเข้าร่วมโครงการ เป็นต้น
