(๑) เพื่อทำให้การผังเมืองเป็นกลไกหลักสำหรับการวางแผนเชิงพื้นที่ให้เกิดผลทางปฏิบัติอย่างมีประสิทธิภาพและยั่งยืน
(๒) เพื่อออกแบบกลไกการบริหารระบบการผังเมืองของประเทศไทยให้สอดคล้องกับระบบกระจายอำนาจการปกครองท้องถิ่นตามพระราชบัญญัติกำหนดแผนและขั้นตอนการกระจายอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่น พ.ศ. ๒๕๔๒ ด้วยการปฏิรูปองค์กรและการตั้งคณะกรรมการชุดต่าง ๆ
