ในปี พ.ศ.๒๕๒๙ เทศบาลเมืองยะลา ร่วมกับจังหวัดยะลา ชมรมผู้เลี้ยงนกเขาชวาเสียงจังหวัดยะลา และชมรมผู้เลี้ยงนกเขาชวาเสียงภาคใต้ โดยการสนับสนุนของศูนย์อำนวยการบริหารจังหวัดชายแดนภาคใต้ ได้ร่วมกันพัฒนาสนามแข่งขัน และกติกาการแข่งขันให้มีมาตรฐานเพิ่มขึ้น ตลอดจนความคิดที่จะพัฒนาเสริมสร้างประโยชน์ให้กับท้องถิ่นในด้านเศรษฐกิจจึงได้กำหนดให้มีการแข่งขันนกเขาชวาเสียงชิงชนะเลิศในระดับอาเซียน ขึ้นเป็นครั้งแรกเมื่อวันที่ ๑ มีนาคม พ.ศ.๒๕๒๙ ณ สนามโรงพิธีช้างเผือก อำเภอเมือง จังหวัดยะลา โดยการใช้ชื่อในการจัดการแข่งขันว่า "การจัดงานแข่งขันนกเขาชวาเสียงชิงแชมป์กลุ่มประเทศอาเซียนครั้งที่ ๑" สาเหตุที่ใช้คำว่า "อาเซียน" เพราะมีประเทศเพื่อนบ้านใกล้เคียงเข้าร่วมแข่งขันด้วย คือ มาเลเซีย สิงคโปร์ อินโดนีเซีย และบรูไน ซึ่งประเทศดังกล่าวนี้มีวิถีชีวิต วัฒนธรรมที่คล้ายคลึงกับประชาชนในพื้นที่
