โปรแกรมศัพท์บัญญัติสาขาคอมพิวเตอร์ มีวัตถุประสงค์หลักเพื่อวิเคราะห์และออกแบบระบบของการแสดงคำศัพท์ในสาขาคอมพิวเตอร์ที่มีความหมายสัมพันธ์กัน โดยดำเนินการวิเคราะห์และออกแบบระบบตามวิธีการของวงจรการพัฒนาระบบ

ผลที่ได้จากการศึกษาและสังเกตพบว่า เมื่อผู้ใช้งานคิดหาคำศัพท์เพื่อที่จะนำมาใช้ในการทำรายงานหรือทำงานอื่นๆ ผู้ใช้งานจึงต้องคิดคำศัพท์ขึ้นมาเอง บางครั้งคำที่ผู้ใช้งานคิดขึ้นมาเองนั้นเมื่อนำมาลองค้นหาแล้วมีความหมายที่ไม่ตรงกับความต้องการและไม่สามารถเข้าถึงแหล่งสารสนเทศที่ต้องการได้ ผู้ใช้งานจึงต้องคิดหากลุ่มคำขึ้นมาใหม่เพื่อค้นหาความหมายที่ผู้ใช้งานต้องการ ซึ่งทำให้ผู้ใช้งานเสียเวลา แล้วโอกาสที่กลุ่มคำที่ผู้ใช้งานคิดขึ้นมาใหม่นั้นก็มีความเป็นไปได้ที่ความหมายยังไม่ตรงกับความต้องการของผู้ใช้งานอีก ดังนั้นคณะผู้จัดทำวิจัยจึงได้สร้างโปรแกรมศัพท์บัญญัติสาขาคอมพิวเตอร์ขึ้นมา เพื่อเป็นทางเลือกให้กับผู้ใช้งานอีกทางหนึ่ง และลดระยะเวลาในการคิดหากลุ่มคำศัพท์ โดยใช้โปรแกรมที่ใช้สร้างฐานข้อมูล (MySQL Database) ภาษาสคริปต์ (PHP Script Language) และโปรแกรมในการสร้างเว็บไซต์ (Adobe Dreamweaver) การจัดรูปแบบโดยใช้ (Cascading Style Sheets CSS)
