ท่านประธานได้ชี้แจงกล่าวถึงประวัติเมืองและเกี่ยวกับการบริหารเมืองพัทยาโดยมีนายกเมืองพัทยา นายอิทธิพล คุณปลื้ม เป็นนายก เมืองพัทยาเป็นเมืองปกครอบด้วยตนเอง มีศาลากลางเมือง ที่ทำการศาลจังหวัดพัทยา สถิติประชากรตั้งแต่ปี 2551 – 2555 จำนวน 150,000 คน โดยประมาณ ส่วนประกรแฝง 400,000 – 500,000 คน “ข้อมูลจากงานทะเบียนราษฏรเมืองพัทยา” โดยประชากรที่ขึ้นทะเบียนในเมืองพัทยาจริงมี 1 ใน 3 เท่านั้น ประชากรแฝงที่มาอาศัยในเมืองพัทยา เป็นประชากรหลายจังหวัดที่เข้ามาประกอบอาชีพหลายอาชีพ เมืองพัทยาเป็นเมืองท่องเที่ยวที่สามารถทำรายได้ให้กับกลุ่มประชากรแฝง การเดินทางสะดวกต่อการขนย้ายครอบครัวเข้าอาศัยตั้งเป็นถิ่นฐานสร้างครอบครัว มีโรงเรียนที่สังกัดเมืองพัทยา 11 โรงเรียน ไม่รวมโรงเรียนเอกชน ฉะนั้นเมืองพัทยาจึงเป็นเมืองที่ค้อนข้างที่จะควบคุมในการบริหารเมืองให้ดูเป็นระเบียบได้ยากพอสมควร
