ที่ผ่านมาถือว่า ปตท.เป็นจำเลยสังคมสำหรับคนที่ตื่นตัว รับรู้ถึงความเดือดร้อนไม่เป็นธรรม ขณะเดียวกันก็มีอีกฝ่ายหนึ่งที่ไม่รู้ร้อนรู้หนาว ส่วนหนึ่งเป็นเพราะมีการนำเสนอข้อมูลแบบโฆษณาชวนเชื่อเพียงฝ่ายเดียว โดยเป็นการทุ่มทุนโฆษณาผ่านสื่อในทุกรูปแบบ อีกทั้งบุคลากรด้านพลังงานในประเทศที่มีอยู่อย่างจำกัด ทั้งภาครัฐและเอกชนก็ล้วนแล้วอยู่ในกลุ่มเดียวกัน มีผลประโยชน์ร่วมกันเสียอีก ทำให้การเปลี่ยนแปลงในลักษณะการปฏิรูปพลังงานทำได้ยาก ทั้งที่กิจการพลังงานถือว่าเป็นกิจการทางด้านความมั่นคงของประเทศในระดับยิ่งยวดทีเดียว

อย่างไรก็ดี ด้วยปัญหาความเดือดร้อนจากการบริโภคพลังงานในราคาแพงขึ้นของชาวบ้าน มีผลต่อการดำรงชีวิตประจำวัน เพราะพลังงานเป็นต้นทางของต้นทุนในการขับเคลื่อนเศรษฐกิจ และความเป็นอยู่ ความเดือดร้อนดังกล่าวทำให้สังคมเริ่มตื่นตัวกันมากขึ้น ขณะเดียวกันก็มีบางกลุ่มเริ่มเคลื่อนไหวเปิดโปงความไม่ชอบมาพากลของกลุ่มทุนพลังงาน ทั้งที่เป็นกลุ่ม ปตท.และข้าราชการที่มีบทบาทสำคัญในกระทรวงพลังงาน สมคบกัน

ขณะเดียวกัน สิ่งที่สร้างความหวาดระแวงและไม่สบายใจแก่สังคมอีกกลุ่มหนึ่งก็คือ เมื่อมีการแต่งตั้งคณะกรรมการสรรหาด้านการปฏิรูปพลังงานในสภาปฏิรูปแห่งชาติ ที่ล้วนมาจากกลุ่มทุนพลังงานที่มีปลประโยชน์ทั้งทางตรงและทางอ้อมกับ ปตท. เช่น พละ สุขเวช, วิเศษ จูภิบาล และประเสริฐ บุญสัมพันธ์ เป็นต้น อีกทั้งในเวลาต่อคณะกรรมการนโยบายพลังงานแห่งชาติ (กพช.) ที่มี พล.อ.ประยุทธ์ จันทร์โอชา เป็นประธาน ก็อนุมัติให้ ปตท.แยกกิจการท่อก๊าซมาตั้งเป็นบริษัทใหม่โดย ปตท.ถือหุ้นร้อยเปอร์เซ็นต์ไปก่อน โดยให้ดำเนินการให้เสร็จภายในเดือนมิถุนายน 2558 จากนั้นบอกว่าจะให้กระทรวงการคลังเข้าไปถือหุ้นในภายหลังจำนวนร้อยละ 25 ซึ่งถือว่สผิดไปจากความต้องการของภาคประชาชน ยิ่งทำให้กระแสต่อต้านเพิ่มขึ้นอีก และคราวนี้ทำท่าจะขยายวงไปถึง คสช.อีกด้วย
