วัดร่องขุ่น เป็นวัดพุทธ ตั้งอยู่ในอำเภอเมือง จังหวัดเชียงราย ออกแบบและก่อสร้างโดย เฉลิมชัย โฆษิตพิพัฒน์ ตั้งแต่ พ.ศ. 2540 จนถึงปัจจุบัน โดยเฉลิมชัยคาดว่างานก่อสร้างวัดร่องขุ่นจะไม่เสร็จลงภายในช่วงชีวิตของตน[1] วัดร่องขุ่นถอดแบบมาจากวัดมิ่งเมือง จังหวัดน่าน[2]

อาจารย์ เฉลิมชัย โฆษิตพิพัฒน์ได้รับแรงบันดาลใจในการสร้างวัดมาจาก 3 สิ่งต่อไปนี้คือ

1.ชาติ : ด้วยความรักบ้านเมือง รักงานศิลป์ จึงหวังสร้างงานศิลปะที่ยิ่งใหญ่ไว้เป็นสมบัติของแผ่นดิน
2.ศาสนา : ธรรมะได้เปลี่ยนชีวิตของอาจารย์เฉลิมชัยจากจิตที่ร้อนกลายเป็นเย็น จึงขออุทิศตนให้แก่พระพุทธศาสนา
3.พระมหากษัตริย์ : จากการเข้าเฝ้าฯ ถวายงานพระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดชหลายครั้ง ทำให้เฉลิมชัยรักพระองค์ท่านมาก จากการพบเห็นพระอัจฉริยะภาพทางศิลปะและพระเมตตาของพระองค์ท่าน จนบังเกิดความตื้นตันและสำนึกในพระมหากรุณาธิคุณ จึงปรารถนาที่จะสร้างงานพุทธศิลป์ถวายเป็นงานศิลปะประจำรัชกาลพระองค์ท่าน
