2.4.1 ความหมาย
สวนสาธารณะ(public park) หมายถึง พื้นที่ที่จัดขึ้นโดยรัฐ โดยมีวัตถุประสงค์เพื่อเป็นสถานที่พักผ่อนหย่อนใจสำหรับประชาชนทั่วไป และเพื่อใช้ในการประกอบกิจกรรมต่างๆ เช่น การเดินเล่น กิจกรรมออกกำลังกาย เป็นต้น ซึ่งจะมีการจัดภูมิทัศน์ไว้อย่างสวยงาม ประกอบไปด้วย ต้นไม้ทั้งไม้ดอก ไม้ประดับ สระน้ำ สนามหญ้า พร้อมทั้งมีสิ่งอำนวยความสะดวกต่างๆ ไว้คอยบริการแก่ประชาชน โดยจะเปิดให้บริการทุกวัน ทั้งในวันเสาร์-อาทิตย์ และวันหยุดราชการ และไม่มีการเก็บค่าใช้จ่ายใดๆ ทั้งสิ้น (วัชรี น้อยพิทักษ์, 2536, วัชราภรณ์ จันทรพุฒิพงษ์, 2547 และอาชัญญา รัตนอุบล,2548)โดยสวนสาธารณะเป็นระบบนิเวศพื้นที่สีเขียวและป่าใหญ่ในเมือง (green area and urban forests) จัดเป็นระบบนิเวศป่าฟื้นฟูที่สร้างขึ้นและควบคุมโดยมนุษย์ (human-dominate restoration ecosystem) (สำนักงานสวนสาธารณะ, 2551) นอกจากนี้สวนสาธารณะยังเป็นพื้นที่ที่มีศักยภาพในการเป็นแหล่งกักเก็บคาร์บอนที่สำคัญของพื้นที่เมือง (carbon sink) ทั้งการกักเก็บคาร์บอนในพืชพรรณและในดิน (Lal and Augustin, 2011)
