สรุปจากการวิเคราะห์ยุทธศาสตร์การพัฒนาและโครงการต่างๆ พบว่าพื้นที่ภาคเหนือได้มีโครงการพัฒนาด้านต่างๆ เชื่อมโยงยุทธศาสตร์การพัฒนาประเทศและความร่วมมือระหว่างประเทศในกลุ่มอนุภูมิภาค ทำให้ภาคเหนือมีบทบาทสำคัญทางเศรษฐกิจและสังคมกับประเทศจีนตอนใต้ – สหภาพพม่า – สปป.ลาว ตามแนวเขตเศรษฐกิจเหนือ – ใต้ (North – South Economic Corridor) และแนวเขตเศรษฐกิจตะวันออก – ตะวันตก (East – West Economic Corridor) ซึ่งแนวแกนการพัฒนาทั้ง 2 จะเชื่อมโยงกลุ่มประเทศอาเซียนและเอเชียตอนใต้เข้าด้วยกัน เป็นการพัฒนาและส่งเสริมด้านการผลิต การค้า การลงทุน อุตสาหกรรม การท่องเที่ยวและการคมนาคมขนส่งในกลุ่มประเทศที่มีอาณาเขตต่อเนื่องกัน ทั้งยังเพิ่มขีดความสามารถในการแข่งขันกับนานาชาติ ในขณะเดียวกันภาคเหนือยังเป็นภาคที่มีลักษณะทางภูมิศาสตร์แตกต่างจากภาคอื่นๆ คือเป็นที่ราบสูงตอนบนและที่ราบลุ่มตอนล่าง สภาพภูมิอากาศเย็นสบาย ธรรมชาติที่งดงาม มีความอุดมสมบูรณ์ของทรัพยากรธรรมชาติและเป็นพื้นที่ต้นน้ำที่สำคัญต่างๆ ของประเทศ มีเอกลักษณ์ด้านสังคม ภาษา ขนบธรรมเนียมประเพณี ศิลปวัฒนธรรม สถาปัตยกรรม ประวัติศาสตร์และภูมิปัญญาท้องถิ่นที่ทรงคุณค่าและงดงาม ซึ่งต้องสงวนและอนุรักษ์ให้ดำรงอยู่อย่างยั่งยืน
