2) อำนาจในการตัดสินใจสูงสุดอยู่ที่ส่วนกลาง

3) ความสัมพันธ์ระหว่างองค์กรวางอยู่บนหลักอำนาจการบังคับบัญชา มีการลำดับชั้นการบังคับบัญชา (Hierarchy) ที่อำนาจในการสั่งการต่าง ๆ ทั้งในด้านการกระทำ และตัวบุคคลผู้กระทำ มีลักษณะจากบนลงล่าง (Top-down Approach)
