จากสภาพปัญหาความเสื่อมโทรมของทรัพยากรดินและสภาพแวดล้อมที่เกิดขึ้นในประเทศไทย ซึ่งส่งผลให้ผลผลิตทางการเกษตรลดลง และบางพื้นที่ประสบปัญหาการชะล้างพังทลายของดินอย่างรุนแรง ดังนั้น จึงได้จัดทำโครงการรณรงค์การปลูกหญ้าแฝกเพื่อการอนุรักษ์ดินและน้ำ เฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว เนื่องในปีมหามงคลทรงเจริญพระชนมพรรษา ๗ รอบ ๕ ธันวาคม ๒๕๕๔ ขึ้น โดยแบ่งงานรณรงค์เป็น ๒ ช่วง คือ ระหว่างวันที่ ๑ พฤษภาคม – ๑๕ มิถุนายน ๒๕๕๔ และวันที่ ๑๕ กรกฎาคม – ๓๑ สิงหาคม ๒๕๕๔ เพื่อเป็นการร่วมเฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัวเนื่องในปีมหามงคลทรงเจริญพระชนมพรรษา ๘๔ พรรษา ๕ ธันวาคม ๒๕๕๔ และร่วมเฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว ผู้ทรงเป็น “พระบิดาแห่งการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม” โดยดำเนินการในพื้นที่ทุกจังหวัดทั่วประเทศ ซึ่งจะได้จัดให้มีกิจกรรมต่างๆ เพื่อให้ข้าราชการ ประชาชน เกษตรกร นักเรียน อบต. หมอดินอาสา หน่วยงานราชการ และภาคเอกชน ได้รับทราบถึงวิธีการและขั้นตอนในการนำหญ้าแฝกไปใช้ประโยชน์ เพื่อการอนุรักษ์ดินและน้ำและปรับปรุงสภาพแวดล้อม และรู้จักคุณประโยชน์ของหญ้าแฝก โดยร่วมกันปลูกหญ้าแฝกในพื้นที่ต่างๆ ตามความเหมาะสม ซึ่งการใช้ระบบหญ้าแฝกจะช่วยลดต้นทุนในการป้องกันการชะล้างพังทลายของดินให้น้อยลง ขณะเดียวกันประสิทธิภาพในการดักตะกอนดิน ป้องกันดินถล่ม น้ำท่วมฉับพลันได้ในระดับหนึ่ง และความคงทนสามารถอยู่ได้นานหลายปี พร้อมเป็นการรักษาสภาพแวดล้อมอีกด้วยตามความเหมาะสม
