ปัญหาการลักลอบค้ายาเสพติดระหว่างประเทศ นับได้ว่าเป็นปัญหาสำคัญระดับโลก ดังจะเห็นได้จากการที่องค์การสหประชาชาติ ได้กำหนดให้การค้ายาเสพติดเป็นอาชญากรรมข้ามชาติ(Transnational Crime) และได้จัดตั้งองค์กรขึ้นมารับผิดชอบเป็นการเฉพาะคือ สำนักงานยาเสพติดและอาชญากรรมแห่งสหประชาชาติ หรือ UNODC (United Nations Office on Drugs and Crime) ด้วยความสำคัญดังกล่าว สะท้อนให้เห็นอย่างเด่นชัดว่า การลักลอบค้ายาเสพติด มิได้จำกัดอยู่เฉพาะภายในเขตแดนของรัฐใดรัฐหนึ่งเท่านั้น หากแต่มีการสับเปลี่ยน หมุนเวียน นำเข้า ส่งออก กันอย่างแพร่หลาย กระจายไปทุกภูมิภาคทั่วโลก จนเกิดเป็นคำกล่าวที่ว่า “ยาเสพติดไม่มีพรมแดน” (กอบกูล จันทวโร, 2545) ซึ่งหมายถึงมีการกระทำผิดเกี่ยวเนื่องกันในเขตแดนหรือโดยคนของหลายประเทศ หากจะกล่าวโดยเฉพาะในภูมิภาคอาเซียน การแก้ปัญหายาเสพติดมีความร่วมมือระหว่างกันมาโดยตลอด ภายใต้กรอบความร่วมมือต่าง ๆ ทั้งในระดับภูมิภาค เช่น การประชุมเจ้าหน้าที่อาวุโสอาเซียนด้านยาเสพติด (Meeting of ASEAN Senior Officials on Drug Matters หรือ ASOD) และระดับอนุภูมิภาคระหว่างประเทศอาเซียนด้วยกัน ซึ่งก็มีอยู่หลายกรอบความร่วมมือตามคุณสมบัติเชิงภูมิรัฐศาสตร์ แต่กรอบความร่วมมือที่ใกล้ตัวเราที่สุดและประเทศไทยมีบทบาทมากที่สุดก็คือ “กรอบความร่วมมือในอนุภูมิภาคลุ่มน้ำโขง” (สิริมา ศุภลักษณ์, 2557) ส่วนในประเทศไทย สภาความมั่นคงแห่งชาติ (สมช.) ได้เล็งเห็นความสำคัญของปัญหาอาชญากรรมข้ามชาติ ที่ส่งผลกระทบต่อประเทศไทย จึงได้มีคำสั่งที่ 7/2543 ลงวันที่ 31 ตุลาคม 2543 แต่งตั้ง “คณะกรรมการอำนวยการป้องกันและแก้ไขปัญหาอาชญากรรมข้ามชาติ (กอป.)” โดยมีนายกรัฐมนตรีเป็นประธาน มีปลัดกระทรวงกลาโหม ปลัดกระทรวงมหาดไทย ผู้บัญชาการทหารบก ผู้บัญชาการทหารเรือ ผู้บัญชาการทหารอากาศ ผู้บัญชาการตำรวจแห่งชาติ และ อัยการสูงสุด เป็นกรรมการ โดยมีเลขานุการ
สภาความั่นคงแห่งชาติ เป็นกรรมการและเลขานุการ โดย กอป. มีการประชุมครั้งแรก เมื่อวันที่ 12 ธันวาคม 2543 และผลการประชุมได้จัดลำดับความสำคัญเร่งด่วน ของปัญหาอาชญากรรมข้ามชาติในประเทศไทย โดยให้การลักลอบค้ายาเสพติด (Narcotic Smuggling) อยู่ในความสำคัญเร่งด่วนลำดับแรก (พล.ต.ต. ก้องเกียรติ อภัยวงศ์, 2546)
จากความเป็นมาดังกล่าวข้างต้น ชี้ให้เห็นอย่างเด่นชัดว่า ปัญหาการลักลอบค้ายาเสพติด เป็นปัญหา
ที่ทุกภาคส่วนให้ความสำคัญ ทั้งในระดับประเทศ ระดับภูมิภาค ไปจนถึงระดับโลก อันเนื่องมาจากการค้ายาเสพติดนั้น มิได้ถูกปิดกั้นไปด้วยพรมแดนระหว่างรัฐ เทคโนโลยีที่ก้าวหน้า การคมนาคมขนส่งที่ทันสมัย และอีกหลากหลายปัจจัยที่ทำให้การค้ายาเสพติด เป็นปัญหาที่ทวีความรุนแรงและพัฒนารูปแบบ วิธีการของการประกอบอาชญากรรมมาโดยลำดับ ผู้วิจัยจึงมีความสนใจที่จะศึกษาปัญหาการค้ายาเสพติด ในฐานะองค์กรอาชญากรรมข้ามชาติ โดยมีวัตถุประสงค์เพื่อให้ทราบถึงสถานการณ์การลักลอบค้ายาเสพติด ในยุคสมัยที่ก้าวหน้าไปด้วยเทคโนโลยี ทั้งในด้านการลักลอบนำเข้า -ส่งออก สถิติการจับกุม ปัจจัยที่เอื้อต่อการค้ายาเสพติดในประเทศไทย รวมถึงแนวทางในการป้องกันปราบปราม และการแก้ไขฟื้นฟู โดยข้อมูลทั้งหมดจะเน้นไปที่ยาเสพติดประเภท “ยาบ้า” หรือเมทแอมเฟตามีน ซึ่งมีการลักลอบนำเข้ามาเพื่อจำหน่าย และถูกจับกุมดำเนินคดีในปริมาณมาก จึงเป็นยาเสพติดชนิดที่เรียกได้ว่าอยู่ใกล้ตัวของทุกคนในสังคมมาก หากไม่รู้จักระวังป้องกันแล้ว อาจส่งผลร้ายทำลายครอบครัวและประเทศชาติได้ในที่สุด ทั้งนี้เพื่อประโยชน์ต่อการปฏิบัติงานของเจ้าหน้าที่ ในกระบวนการยุติธรรม และเพื่อเป็นความรู้ที่สามารถเผยแพร่สู่สังคม มิให้ตกเป็นทาสของยาเสพติด อันเป็นตัวทำลายชีวิต เศรษฐกิจ และประเทศชาติ

ผู้วิจัยทำการศึกษา รูปแบบ วิธีการ สถานการณ์ด้านการลักลอบค้ายาเสพติด ทั้งในประเทศ และกรณีศึกษาจากต่างประเทศ ผลกระทบที่เกิดขึ้น รวมถึงแนวทางในการป้องกันปราบปราม โดยใช้วิธีศึกษาวิจัยเอกสาร (Documentary Research) ซึ่งเลือกศึกษาจากเอกสารวิชาการ งานวิจัย บทความ กฎหมาย สถิติ จากหน่วยงานที่เกี่ยวข้องในด้านการป้องกันปราบปรามยาเสพติด หรือหน่วยงานอื่นในกระบวนการยุติธรรม เช่น สำนักงาน ป.ป.ส., สำนักงานตำรวจแห่งชาติ, สำนักงานศาลยุติธรรม, สำนักงานยาเสพติดและอาชญากรรมแห่งสหประชาชาติ หรือ UNODC, กระทรวง
การต่างประเทศ สำนักงานอัยการสูงสุด และหน่วยงานอื่น ๆ ที่เกี่ยวข้อง รวมถึงวารสาร งานวิจัย ที่เกี่ยวข้องกับ

สำนักงานยาเสพติดและอาชญากรรมแห่งสหประชาชาติ หรือ UNODC (United Nations Office on Drugs and Crime) ได้รายงานสภาพปัญหาอาชญากรรมข้ามชาติ ในภูมิภาคเอเชียตะวันออกเฉียงใต้ ผ่านรายงานประเมินภัยคุกคาม เรื่ององค์กรอาชญากรรมข้ามชาติในเอเชียตะวันออกและแปซิฟิก (Transnational Organized Crime in East Asia and the Pacific) ในปี พ.ศ. 2556 โดยระบุลักษณะของภัยคุกคามที่เป็นผลสืบเนื่องมาจากปัญหาการค้ายาเสพติดข้ามชาติ ในภูมิภาคเอเชียตะวันออกเฉียงใต้ไว้ดังนี้ :- (UNODC, 2013)
