หลังจากที่คณะรัฐมนตรีได้มีมติอนุมัติให้ดำเนินโครงการก่อสร้างสนามกีฬาเฉลิมฉลอง 700 ปี นพบุรีศรีนครพิงค์เชียงใหม่แล้วนั้น การกีฬาแห่งประเทศไทย จึงได้ขออนุญาตใช้พื้นที่ราชพัสดุจากกรมธนารักษ์จำนวน 236 ไร่ 1 งาน 9 ตารางวา ตามระเบียบของกรมธนารักษ์ ซึ่งได้รับอนุมัติเมื่อวันที่ 9 ตุลาคม พ.ศ. 2532

ต่อมาวันที่ 8 ตุลาคม พ.ศ. 2534 คณะรัฐมนตรีได้มีมติให้จังหวัดเชียงใหม่ เป็นเจ้าภาพจัดการแข่งขันกีฬาซีเกมส์ ครั้งที่ 18 นับเป็นการแข่งขันกีฬาซีเกมส์ครั้งแรกที่จัดนอกเมืองหลวงของประเทศเจ้าภาพ ส่งผลให้หน่วยงานต่างๆ เริ่มให้ความสำคัญกับการสร้างสนามกีฬาแห่งนี้ โดยที่คณะรัฐมนตรี มีมติขยายวงเงินในการก่อสร้างเพิ่มอีก 538,455,000 บาท
