ในปี ค.ศ.1891 Dr.James A.Naismith ครูสอนพลศึกษาของThe International Y.M.C.A. 1. ผู้เล่นที่ครอบครองลูกบอลอยู่นั้นจะต้องหยุดอยู่กับที่ห้ามเคลื่อนที่ไปไหนประตูจะต้องอยู่เหนือศีรษะของผู้เล่น และอยู่ขนานกับพื้น

2. ผู้เล่นสามารถครอบครองบอลไว้นานเท่าใดก็ได้ โดยคู่ต่อสู้ไม่อาจเข้าไปถูกต้องตัวผู้เล่นที่ครอบครองบอลได้

3. ห้ามการเล่นที่รุนแรงต่างๆโดยเด็ดขาด ผู้เล่นทั้งสองฝ่ายจะต้องไม่กระทบกระแทกกัน

เมื่อได้วางกติกาการเล่นขึ้นมาแล้วก็ได้นำไปทดลอง และพยายามปรับปรุงแก้กไขระเบียบดีขึ้น เขาได้พยายามลดจำนวนผู้เล่นลงเพื่อหลีกเลี่ยงการปะทะกัน จนในที่สุดก็ได้กำหนดตัวผู้เล่นไว้ฝ่ายละ 5 คน ซึ่งเป็นจำนวนที่เหมาะสมที่สุดกับขนาดเนื้อที่สนามDr.James ได้ทดลองการเล่นหลายครั้งหลายหน และพัฒนาการเล่นเรื่อยมา จนกระทั่งเขาได้เขียนกติกาการเล่นไว้เป็นจำนวน 13 ข้อ ด้วยกัน และเป็นต้นฉบับการเล่นที่ยังคงปรากฏอยู่บนกระดานเกียรติยศในโรงเรียนพลศึกษา ณ Springfield อยู่จนกระทั่งทุกวันนี้



กติกา 13 ข้อ ของ Dr.James มีดังนี้

1. ผู้เล่นห้ามถือลูกบอลแล้ววิ่ง

2. ผู้เล่นจะส่งบอลไปทิศทางใดก็ได้ โดยใช้มือเดียวหรือสองมือก็ได้

3. ผู้เล่นจะเลี้ยงบอลไปทิศทางใดก็ได้ โดยใช้มือเดียวหรือสองมือก็ได้

4. ผู้เล่นต้องใช้มือทั้งสองเข้าครอบครองบอล ห้ามใช้ร่างกายช่วยในการครอบครองบอล

5. ในการเล่นจะใช้ไหล่กระแทก หรือใช้มือดึง ผลัก ตี หรือทำการใดๆให้ฝ่ายตรงข้ามล้มลงไม่ได้ ถ้าผู้เล่นฝ่าฝืนถือเป็นการฟาวล์ 1 ครั้ง ถ้า ฟาวล์ 2 ครั้ง หมดสิทธิ์เล่น จนกว่าฝ่ายหนึ่งฝ่ายใดทำประตูกันได้จึงจะกลับมาเล่นได้อีก ถ้าเกิดการบาดเจ็บระหว่างการแข่งขัน จะไม่มีการเปลี่ยนตัวผู้เล่น

6. ห้ามใช้ขาหรือเท้าแตะลูก ถือเป็นการฟาวล์ 1 ครั้ง

7. ถ้าฝ่ายหนึ่งฝ่ายใดทำฟาวล์ติดต่อกัน 3 ครั้ง ให้อีกฝ่ายหนึ่งได้ประตู

8. ประตูที่ทำได้หรือนับว่าได้ประตูนั้น ต้องเป็นการโยนบอลให้ลงตะกร้า ฝ่ายป้องกันจะไปยุ่งเกี่ยวกับประตูไม่ได้เด็ดขาด

9. เมื่อฝ่ายหนึ่งฝ่ายใดทำลูกบอลออกนอกสนาม ให้อีกฝ่ายหนึ่งส่งลูกเข้ามาจากขอบสนามภายใน 5 วินาที ถ้าเกิน 5 วินาที ให้เปลี่ยนส่ง และถ้าผู้เล่นฝ่ายใดพยายามถ่วงเวลาอยู่เสมอให้ปรับเป็นฟาวล์

10. ผู้ตัดสินมีหน้าที่ตัดสินว่าผู้เล่นคนใดฟาวล์ และลงโทษให้ผู้เล่นหมดสิทธิ์
