ในปัจจุบัน ภาษาอังกฤษนับว่ามีบทบาทสําคัญในการสื่อสารอย่างกว้างขวาง และเป็นสากล กระทรวงศึกษาธิการได้ตระหนักถึงความสําคัญและความจําเป็นในการเร่งพัฒนาคุณภาพการเรียนการสอนภาษาอังกฤษ เพื่อให้คนไทยมีความรู้ความสามารถในการใช้ภาษาอังกฤษในระดับมาตรฐาน สามารถใช้ภาษาอังกฤษติดต่อสื่อสาร ตลอดจนเลือกสรรและใช้ประโยชน์จากสารสนเทศที่มีอยู่อย่างมหาศาลได้อย่างมีประสิทธิภาพ เพื่อให้บรรลุเป้าหมายดังกล่าว จึงได้มีการพัฒนาหลักสูตรที่มุ่งเน้นให้ผู้เรียนมีความสามารถทางภาษาที่ดียิ่งขึ้น
