1. เมื่อปี 2544 ราษฎรบ้านละเวง อำเภอไม้แก่น จังหวัดปัตตานี ได้กราบบังคมทูลขอพระราชทานความช่วยเหลือ จากสมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ในเรื่องการฟื้นฟูความอุดมสมบูรณ์ของสัตว์น้ำ เนื่องจากมีปริมาณลดลงเป็นจำนวนมาก ต่อมาเมื่อวันที่ 6 กันยายน 2544 สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ได้พระราชทานพระราชดำริกับ นายพลากร สุวรรณรัฐ องคมนตรี ณ พระตำหนักทักษิณราชนิเวศน์ สรุปได้ว่า ให้จัดหาพื้นที่ในการจัดตั้งสถานีเพาะเลี้ยงสัตว์น้ำชายฝั่งและการอนุบาลสัตว์น้ำ เพื่อปล่อยลงสู่ทะเลบริเวณจังหวัดปัตตานีและจังหวัดนราธิวาส โดยเฉพาะในเขตบริเวณที่ทำการประมงชายฝั่งของกลุ่มชาวประมงพื้นบ้านที่มีปัญหา พร้อมทั้งจัดทำปะการังเทียมให้เกิดเป็นแหล่งชุมนุมและที่อยู่อาศัยของปลา รวมทั้งการฟื้นฟูระบบนิเวศน์ชายฝั่ง

2. เมื่อวันที่ 22 กุมภาพันธ์ 2550 ได้พระราชทานพระราชกระแสเกี่ยวกับโครงการฟื้นฟูทรัพยากรชายฝั่งทะเลอันเนื่องมาจากพระราชดำริ สรุปว่า “การดำเนินงานโครงการฟื้นฟูทรัพยากรชายฝั่งทะเลมีประโยชน์มาก มีปลามาอาศัยอยู่มาก ราษฎรมีรายได้เพิ่มขึ้น ขอให้กรมประมงพิจารณาดำเนินการอย่างต่อเนื่อง ในการนี้ ทรงรับโครงการจัดสร้างแหล่งอาศัยสัตว์ทะเลด้วยรถยนต์เก่าของกรุงเทพมหานครไว้เป็นโครงการอันเนื่องมาจากพระราชดำริ”

3. เมื่อวันที่ 11 สิงหาคม 2552 ทรงมีพระราชดำรัส ณ ศาลาดุสิดาลัย สวนจิตรลดา เกี่ยวกับโครงการฟื้นฟูทรัพยากรชายฝั่งทะเล สรุปความได้ว่า โครงการฟื้นฟูทรัพยากรชายฝั่งทะเลที่ก่อตั้งขึ้นเมื่อปี 2544 นั้น ปัจจุบันมีปลาเข้ามาอาศัยอยู่เป็นจำนวนมาก เป็นที่พอใจของประชาชน ปีนี้ชาวประมงพื้นบ้านจึงได้เขียนจดหมายขอให้ช่วยเหลือจัดทำปะการังเทียมเพิ่มเติมอีก ขอให้กระทรวงเกษตรและสหกรณ์ และหน่วยงานอื่นๆ ช่วยกันประสานงานในการจัดสร้างปะการังเทียม
