1. การวิจัยครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาการดำเนินงานการบริการด้านการศึกษาศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลนครแม่สอด จังหวัดตาก ตามมาตรฐานศูนย์เด็กเล็ก กรมอนามัย ใน 6 ด้าน ได้แก่ การส่งเสริมสุขภาพ การส่งเสริมพัฒนาการเด็ก บริการอาหารสะอาด ปลอดภัยสภาพแวดล้อมสะอาดและปลอดภัย บุคลากร การมีส่วนร่วมของผู้ปกครอง 2) เพื่อเปรียบเทียบการดำเนินงานการบริการด้านการศึกษาศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลนครแม่สอด จังหวัดตาก ตามมาตรฐานศูนย์พัฒนาเด็กเล็ก กรมอนามัย ของผู้บริหาร ครู ผู้ปกครอง จำแนกตาม อาชีพ รายได้ วุฒิการศึกษา 3) เพื่อศึกษาปัญหาและข้อเสนอแนะเกี่ยวกับการดำเนินงานการบริการด้านการศึกษาศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลนครแม่สอด จังหวัดตาก ตามมาตรฐานศูนย์เด็กเล็ก กรมอนามัยประชากรในการศึกษาค้นคว้าครั้งนี้ ได้แก่ ผู้ปกครองเด็กของ ในเขตเทศบาลนครแม่สอด จำนวน 65คน ผู้บริหาร 5 คน และ ครู 25 คน รวมทั้งสิ้น 95 คน โดยเก็บรวบรวมข้อมูลจากประชากรทั้งหมด เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่แบบสอบถามการดำเนินงานการบริการด้านการศึกษาตามมาตรฐานศูนย์เด็กเล็ก กรมอนามัย ของผู้ปกครอง เป็นแบบมาตราส่วนประมาณค่า 5 ระดับ ซึ่งมีค่าความเชื่อมั่น เท่ากับ .98 และ แบบสัมภาษณ์การดำเนินงานการบริการด้านการศึกษาตามมาตรฐานศูนย์เด็กเล็กกรมอนามัย ของผู้บริหาร ครู สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ(Percentage) ค่าเฉลี่ย ( ) ค่าเบี่ยงเบนมาตรฐาน (SD) และค่าสัมประสิทธิ์แอลฟา (α – Coefficient)

ผลการวิจัยพบว่า
1. การดำเนินงานการบริการด้านการศึกษาศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลนครแม่สอด จังหวัดตาก ตามมาตรฐานศูนย์เด็กเล็ก กรมอนามัย มีระดับการดำเนินงานโดยรวมอยู่ในระดับมาก เรียงลำดับจากมากไปหาน้อยดังนี้ ด้านการส่งเสริมพัฒนาการเด็ก ด้านบริการอาหารสะอาดและปลอดภัย ด้านสภาพแวดล้อมสะอาดและปลอดภัย ด้านการส่งเสริมสุขภาพ ด้านการมีส่วนร่วมของผู้ปกครอง ด้านบุคลากร ตามลำดับ
2. ปัญหาอุปสรรค และข้อเสนอแนะ ในการดำเนินงานการบริการด้านการศึกษาศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลนครแม่สอด จังหวัดตาก ตามมาตรฐานศูนย์เด็กเล็ก กรมอนามัย จากการสัมภาษณ์ผู้บริหาร ครู พบว่า ศูนย์พัฒนาเด็กเล็กที่เก็บค่าบริการน้อย มีการดำเนินงานตามมาตรฐานศูนย์เด็กเล็กกรมอนามัย ค่อนข้างน้อย เนื่องจากรายได้ไม่เพียงพอที่จะมาดำเนินงาน รวมถึงขาดการดูแลและสนับสนุนจากภาครัฐ นอกจากนี้ การมีส่วนร่วมของผู้ปกครองก็ค่อนข้างน้อย เนื่องจากว่าผู้ปกครองไม่เห็นความสำคัญของการมีส่วนร่วมกับศูนย์พัฒนาเด็กเล็ก และไม่ค่อยมีเวลาเพราะต้องทำงาน ข้อเสนอแนะ คือ ภาครัฐควรให้การสนับสนุนและหาทางช่วยเหลือดูแลสถานพัฒนาเด็กปฐมวัยที่เก็บค่าบริการน้อย เพื่อให้ศูนย์พัฒนาเด็กเล็ก มีโอกาสที่จะดำเนินงานตามมาตรฐานที่กำหนด ในกรณีที่ผู้บริหารควรทำความเข้าใจ เกี่ยวกับการจัดการศึกษาระดับปฐมวัยด้วย เพื่อจะได้ให้การสนับสนุนการดำเนินงานตามมาตรฐานศูนย์เด็กเล็กอย่างเต็มที่ นอกจากนี้ ควรมีการประชุมชี้แจงผู้ปกครองให้เข้าใจในเรื่องของการมีส่วนร่วม และ ผู้ปกครองควรให้เวลาเข้าร่วมกิจกรรมตามสมควร ควรสร้างสัมพันธ์อันดีกับผู้ปกครอง อีกทั้งประชาสัมพันธ์ให้ผู้ปกครองเห็นความสำคัญในการจัดกิจกรรมต่าง ๆ ให้มากขึ้น
