อันที่จริงทั่วโลกต่างตระหนักถึงปัญหาภาวะโลกร้อนมาตั้งแต่ปี 2535 แล้ว นั่นก็คือ "พิธีสารเกียวโต" (Kyoto Protocal to the United Nations Framework Convention on Climate Change) เป็นมาตรการทางกฎหมายร่วมกันของนานาประเทศ ที่มีเป้าหมายทางกฎหมายเพื่อรับมือกับภาวะโลกร้อน (Global Warming) โดยมีการประกาศในข้อตกลงครั้งประวัติศาสตร์ว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศโลกของสหประชาชาติเมื่อปี 2535 และผ่านความเห็นชอบในปี 2540 ที่เมืองเกียวโต ประเทศญี่ปุ่น โดยเปิดให้แต่ละชาติลงนามสัตยาบันระหว่างวันที่ 16 มีนาคม พ.ศ.2541 จนถึงวันที่ 15 มีนาคม พ.ศ.2542

ข้อตกลงในพิธีสารฉบับนี้มีผลบังคับใช้อย่างเป็นทางการเมื่อวันที่ 16 กุมภาพันธ์ พ.ศ.2548 ซึ่งชาติใดก็ตามที่ให้สัตยาบันในพิธีสารนี้ จะต้องลดการปล่อยก๊าซเรือนกระจกต่าง ๆ ไม่ว่าจะเป็นก๊าซคาร์บอนไดออกไซด์ ไอน้ำ โอโซน มีเทน ไนตรัสออกไซด์ และคลอโรฟลูโอโรคาร์บอน โดยมีจุดมุ่งหมายสูงสุด คือ ภายในปี 2551-2555 ให้ลดการปล่อยก๊าซเรือนกระจกทั่วโลกลงประมาณ 5.2% ของระดับที่ปล่อยออกมาในปี 2533 แต่ถ้าไม่ได้รับความร่วมมือ โลกก็จะมีอุณหภูมิโลกร้อนขึ้น น้ำแข็งที่ขั้วโลกก็จะละลายหายไปเรื่อย ๆ ทำให้น้ำทะเลสูงขึ้น ๆ เชื่อไหมว่าหากน้ำทะเลสูงขึ้นอีกราว 1 เมตร ก็จะเกิดน้ำท่วมตามแผ่นดินมากมาย แถมยังก่อให้เกิดปรากฎการณ์เอล นิโน และลา นิโน รวมถึงภัยธรรมชาติที่จะเกิดขึ้นอีกมากมาย ไม่ว่าจะเป็นพายุหมุนเขตร้อน ภัยแล้ง ไฟป่า เป็นต้น

ตอนแรกพิธีสารนี้ดูจะไม่สำเร็จ เพราะรัสเซียซึ่งเป็นประเทศที่ปล่อยก๊าซเรือนกระจกมากถึง 17% ของการปล่อยก๊าซเรือนกระจกทั่วโลก ยังไม่ยอมให้สัตยาบัน แต่เมื่อรัสเซียลงนามให้สัตยาบันเมื่อวันที่ 18 พฤศจิกายน พ.ศ.2547 ทั่วโลกต่างก็เริ่มมองเห็นความสำเร็จ โดยมีทั้งหมด 127 ประเทศ ที่ร่วมลงนามให้สัตยาบัน ส่วนประเทศที่ยังคงไม่ยอมร่วมลงนามสัตยาบัน ก็คือ 2 ชาติอุตสาหกรรมยักษ์อย่างอเมริกาและออสเตรเลีย โดยเฉพาะอเมริกาที่เป็นประเทศที่ปล่อยก๊าซเรือนกระจกมากที่สุดในโลก แถมอเมริกายังถอนตัวจากพิธีสารเกียวโตในปี 2544 โดยอ้างเหตุผลว่าสนธิสัญญาดังกล่าวไม่เป็นธรรมต่อประเทศอุตสาหกรรม เพราะมีต้นทุนมหาศาลในการจำกัดการปล่อยก๊าซเรือนกระจก และจะส่งผลกระทบต่อระบบเศรษฐกิจของอเมริกาอย่างสูง

ต่อมาในวันที่ 26-29 กรกฎาคม 2548 ได้มีการประชุมรัฐมนตรีต่างประเทศของสมาคมประชาชาติเอเชียตะวันออกเฉียงใต้ (อาเซียน) ครั้งที่ 38 ณ กรุงเวียงจันทน์ สาธารณรัฐประชาธิปไตยประชาชนลาว งานนี้นอกจากสมาชิกอาเซียน 10 ประเทศแล้ว ยังมีชาติอื่น ๆ ในเอเชีย-แปซิฟิกอีก 14 ประเทศ รวมถึงประเทศยักษ์ใหญ่อย่างอเมริกา จีน และญี่ปุ่น
