สร้างโดยเทศบาลนครพิษณุโลก ใน พ.ศ.2545 เป็นสวนสาธารณะใจกลางเมืองอยู่ริมแม่น้ำน่านทางด้านฝั่งตะวันออก โดยมีการจัดสวนดอกไม้และพรรณไม้ต่างอย่างสวยงาม เป็นแหล่งพักผ่อนหย่อนใจของชาวพิษณุโลกและนักท่องเที่ยวที่มาเยือนได้เป็นอย่างดี และมีพิพิธภัณฑ์ชาวแพซึ่งเป็นพิพิธภัณฑ์ซึ่งรวบรวมชีวิตความเป็นอยู่ของชาวแพริมแม่น้ำน่านในอดีต ภายในมีการจัดแสดงบ้านเรือนแพและจำลองห้องภายในบ้านเรือนแพให้ชม ไม่เสียค่าใช้จ่ายในการเข้าชม
