การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการบริหารงานป้องกันและบรรเทาสาธารณภัย และแนวทางการบริหารเพื่อเพิ่มศักยภาพงานป้องกันและบรรเทาสาธารณภัยของเทศบาลเมืองอุตรดิตถ์ ประชากรในการวิจัยครั้งนี้เป็นประชากรเป้าหมายโดยแบ่งออกเป็น 2 กลุ่ม ได้แก่ ผู้ปฏิบัติงานป้องกันและบรรเทาสาธารณภัย จำนวน 255 คน เพื่อศึกษาความคิดเห็นในการบริหารงานป้องกันและบรรเทาสาธารณภัยของเทศบาลเมืองอุตรดิตถ์ และคณะผู้บริหารเทศบาลเมืองอุตรดิตถ์ ประกอบด้วย นายกเทศมนตรี รองนายกเทศมนตรี ปลัดเทศบาล รองปลัดเทศบาล หัวหน้าสำนักปลัดเทศบาล หัวหน้าฝ่ายปกครอง ผู้ทรงคุณวุฒิ และหัวหน้างานป้องกันและบรรเทาสาธารณภัยของเทศบาลเมืองอุตรดิตถ์ จำนวน 11 คน เพื่อศึกษาแนวทางการบริหารเพื่อเพิ่มศักยภาพงานป้องกันและบรรเทาสาธารณภัยของเทศบาลเมืองอุตรดิตถ์ โดยใช้เทคนิคการสุ่มตัวอย่างแบบเฉพาะเจาะจง เครื่องมือที่ใช้ประกอบด้วย แบบสอบถาม และการสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลและสถิติที่ใช้ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหาสรุปเป็นพรรณนาความ
ผลการวิจัยพบว่า ผู้ปฏิบัติงานป้องกันและบรรเทาสาธารณภัยมีความเห็นว่าการบริหารงานป้องกันและบรรเทาสาธารณภัยในด้านงบประมาณในการช่วยเหลือ อยู่ในระดับเห็นด้วยมากเป็นอันดับแรก รองลงมา คือ ด้านขั้นตอนกระบวนการให้ความช่วยเหลือ ด้านเครื่องมือและอุปกรณ์ต่างๆ ในการปฏิบัติงาน ด้านบุคลากรงานป้องกันและบรรเทาสาธารณภัย และด้านการบริหารและการวางแผนปฏิบัติงาน ตามลำดับ
แนวทางการบริหารเพื่อเพิ่มศักยภาพงานป้องกันและบรรเทาสาธารณภัยของเทศบาลเมืองอุตรดิตถ์ พบว่า 1)วางแผนและกำหนดนโยบายอย่างเป็นรูปธรรม 2)พัฒนาและส่งเสริมบุคลากรให้มีศักยภาพในการปฏิบัติงานป้องกันและบรรเทาสาธารณภัย 3)จัดหาและพัฒนาเครื่องมือ อุปกรณ์ให้เพียงพอและสอดคล้องกับสถานการณ์ฉุกเฉินในปัจจุบัน และ 4)จัดสรรงบประมาณให้เพียงพอต่อการจัดการทุกด้าน
