พระบาทสมเด็จพระเจ้าอยู่หัวทรงตระหนักถึงภาวะมลพิษนี้ จึงได้พระราชทานพระราชดำริ เมื่อวันที่ ๑๕ เมษายน และวันที่ ๒๐ เมษายน พ.ศ. ๒๕๒๘ ให้หน่วยงานต่าง ๆ ร่วมกันปรับปรุงบึงมักกะสันเพื่อใช้เป็นสถานที่กักเก็บน้ำ ช่วยในการระบายน้ำในหน้าฝนและบรรเทาสภาพน้ำเสียในคลองสามเสน โดยพระราชทานคำแนะนำ ให้ใช้ผักตบชวากรองน้ำเสีย เพราะผักตบชวามีคุณสมบัติทำหน้าที่เป็นตัวกรอง ซึ่งเรียกว่า เครื่องกรองน้ำธรรมชาติ คือใช้ผักตบชวา ซึ่งเป็นวัชพืชที่มีอยู่มาก มาทำหน้าที่ดูดซับความโสโครก และสารพิษจากแหล่งน้ำเน่าเสีย และในเวลาเดียวกัน ก็ต้องหมั่นนำผักตบชวาออกจากบึงทุกๆ ๑๐ สัปดาห์ เพื่อไม่ให้ผักตบชวามีการเจริญพันธุ์จนบดบังแสงแดดที่จะส่องลงไปในบึง
