ปัจจุบันภาษาอังกฤษมีความสำคัญในชีวิตประจำวันของเรา สังเกตได้จากสิ่งแวดล้อมของเรา เช่น รายการโทรทัศน์ หนังสือพิมพ์ วิทยุ ฯลฯ สิ่งที่กล่าวมาข้างต้นนี้ เริ่มมีการใช้ภาษาอังกฤษในการประกอบการกันมากขึ้น สืบเนื่องมาจาก ในปี 2558 ประเทศไทยของเราจะเปิดประเทศเพื่อก้าวเข้าสู่สมาคมอาเซียนและนั่นจะยิ่งทำให้ภาษาอังกฤษก้าวเข้ามามีบทบาทในชีวิตของเคนไทยมากยิ่งขึ้น
คนส่วนใหญ่ที่เรียนภาษาอังกฤษเป็นภาษาที่สองยังคงมีปัญหาด้านการสื่อสารภาษาอังกฤษทั้งที่บางคนใช้ระยะเวลาในการเรียนภาษาอังกฤษมาเป็นระยะเวลานานหลายปี แต่ก็ยังไม่สามารถใช้ภาษาอังกฤษสื่อสารได้
ดังนั้นคณะผู้จัดทำโครงการจึงจัดทำโครงการเพื่อสำรวจทัศนคติ ปัญหาและความต้องการการเรียนภาษาอังกฤษของนักศึกษาสาขางานภาษาต่างประเทศภายในวิทยาลัยเทคโนโลยีพณิชยการราชดำเนิน เพื่อเป็นแนวทางการพัฒนาระบบการเรียนรู้ภาษาอังกฤษของนักศึกษาให้มีศักยภาพมากยิ่งขึ้น
