การศึกษานอกระบบเป็นกระบวนการของการศึกษาตลอดชีวิต มีภารกิจสำคัญที่มุ่งให้ประชาชนได้รับการศึกษาอย่างทั่วถึง โดยเฉพาะการศึกษาพื้นฐานที่จำเป็นต่อการดำรงชีวิตตามมาตรฐานของสังคมซึ่งเป็นสิทธิที่คนทุกคนพึงได้รับ นอกจากนั้นยังจะต้องได้รับการศึกษาที่ต่อเนื่องจากการศึกษาพื้นฐานนำความรู้ไปพัฒนาอาชีพ พัฒนาคุณภาพชีวิตและพัฒนาชุมชนและสังคมในที่สุด
