สำหรับเกณฑ์การพิจารณาหรือประเมินคุณภาพของนวัตกรรมดังกล่าว มีหน่วยงานและนักการศึกษาซึ่งเป็นผู้เชี่ยวชาญ ได้แก่ กรมวิชาการ คุรุสภา สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน และชม ภูมิภาค ได้เสนอแนะเกณฑ์และแนวคิดที่เกี่ยวข้องไว้ดังนี้
กรมวิชาการ (2545 : 43) กล่าวถึงการประเมินคุณภาพนวัตกรรมการเรียนรู้ ว่าควรพิจารณาจากคุณสมบัติ 4 ประการ ดังต่อไปนี้

2) ความมีประสิทธิผล (Productivity) โดยพิจารณาจากนวัตกรรมที่พัฒนาขึ้นช่วยให้ผู้เรียนบรรลุเป้าหมาย และวัตถุประสงค์การเรียนการสอน โดยผู้เรียนจำนวนมากหรือทุกคนเกิดพฤติกรรมการเรียนรู้ตามเกณฑ์ที่กำหนดไว้
3) ความประหยัด (Economy) โดยพิจารณาว่าเมื่อนำนวัตกรรมฯ ไปใช้สอนแล้วเกิดความคุ้มค่ากับการลงทุน ทั้งด้านทุนทรัพย์ แรงงาน และระยะเวลาที่เสียไป ตลอดจนมีความคงทนถาวร
4) คุณลักษณะที่ดี หมายความว่า นวัตกรรมการเรียนรู้ที่พัฒนาขึ้น มีความสอดคล้องกับวัตถุประสงค์การเรียนรู้ เหมาะสมกับวัยของผู้เรียน เนื้อหาวิชา และสถานการณ์การเรียนการสอนได้เป็นอย่างดี
คุรุสภา ได้กำหนดเกณฑ์การประเมินคุณภาพนวัตกรรมทางการศึกษาเพื่อใช้พิจารณาคุณภาพของนวัตกรรมหลักสูตรของโรงเรียนต่าง ๆ ภายใต้โครงการหนึ่งโรงเรียน หนึ่งนวัตกรรมประจำปี 2547-2549 ของคุรุสภา ดังนี้
1) คุณค่าทางวิชาการ ได้แก่ กระบวนการคิดที่เชื่อมโยง และสัมพันธ์เป็นระบบสมเหตุสมผล แสดงถึงแนวคิด หลักการ ทฤษฎี หรือจุดเน้นของนวัตกรรมที่พัฒนา มีความคิดรวบยอดและความถูกต้องของสาระความรู้ที่นำเสนอ ตลอดจนมีขั้นตอนการปฏิบัติที่นำสู่ผลปฏิบัติที่สำเร็จและเกิดผลต่อกลุ่มเป้าหมาย
2) ประโยชน์ของนวัตกรรม เป็นผลงานที่นำสู่การพัฒนาด้านต่าง ๆ ทำให้ผู้เรียนและผู้เกี่ยวข้องเกิดการเรียนรู้กันทั้งในระดับโรงเรียนและส่งผลถึงชุมชน
3) การมีส่วนร่วม หมายถึง การที่ผู้เกี่ยวข้องได้ร่วมคิด วิเคราะห์ วางแผน ตัดสินใจ ประเมิน และชื่นชมในผลงานที่เกิดขึ้น

สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (2550 : 3) ได้กำหนดเกณฑ์การพิจารณาคุณภาพของนวัตกรรมการศึกษาที่เข้าร่วมโครงการนวัตกรรมการศึกษา Innovation 2007 : จากท้องถิ่นสู่สากล ดังนี้
1) ความเป็นนวัตกรรม โดยพิจารณาจากการเป็นผลงาน วิธีการ กระบวนการ หรือองค์ความรู้ที่ส่งผลต่อเป้าหมายอย่างมีคุณภาพ
2) กระบวนการพัฒนานวัตกรรม แบ่งเป็นหัวข้อย่อย คือ
2.1) มีการกำหนดวัตถุประสงค์ เป้าหมายของการนำไปใช้อย่างชัดเจน เข้าใจง่าย
2.2) การออกแบบนวัตกรรมมีความสอดคลองกับสภาพปัญหา และความต้องการของผู้เรียนและท้องถิ่น
2.3) การนำไปใช้ มีการดำเนินกิจกรรมของนวัตกรรม ตามที่ออกแบบไว้จริง
2.4) ส่งเสริมการมีส่วนร่วมในการพัฒนาทั้งจากภายในและนอกหน่วยงาน
2.5) ผลที่เกิดขึ้นเกิดจากการนำนวัตกรรมไปใช้ตามวัตถุประสงค์ที่กำหนด
3) คุณค่าของนวัตกรรม พิจารณาจากหัวข้อต่อไปนี้
