บทคัดย่อ
จากการที่พระบาท สมเด็จพระเจ้าอยู่หัว ได้เสด็จเยี่ยมราษฎรในจังหวัดต่างๆเป็นประจำ ได้ทรงพบเห็นท้องถิ่นหลายๆแห่งประสบปัญหาความ แห้งแล้ง หรือขาดแคลนน้ำเพื่อการอุปโภค บริโภค และการทำเกษตร โดยเฉพาะอย่างยิ่งในฤดูเพาะปลูก เกษตรกรจะประสบความเดือดร้อน ทุกข์ยากมาก เนื่องจาก บางครั้งฝนได้ทิ้งช่วงนานหรือภาวะฝนทิ้งช่วงเกิดในระยะวิกฤติของพืชผล คือพืชอยู่ในระยะที่กำลังให้ผลผลิตต่ำ หรืออาจจะไม่มี ผลผลิตให้เลย เป็นต้น ดังนั้นภาวะฝนแล้ง หรือฝนทิ้งช่วงใน แต่ละครั้ง/แต่ละปีจึงสร้างความเดือดร้อน และความสูญเสียทาง เศรษฐกิจแก่เกษตรกรเป็นอย่างสูง นอกจากนี้ภาวะความ ต้องการใช้น้ำนับวันจะทวีปริมาณความต้องการเพิ่มสูงขึ้นตามอัตราการเพิ่มของ ประชากร การขยายพื้นที่เกษตรกรรมและการเจริญเติบโตของกลุ่มอุตสาหกรรม
