การจัดการเรียนรู้จะต้องคำนึงถึงระดับพัฒนาการ 2 ระดับ คือ ระดับพัฒนาการที่เป็นจริง (Actual Development Level) และระดับพัฒนาการที่สามารถจะเป็นไปได้ (Potential Development Level) ระยะห่างระหว่างระดับพัฒนาการที่เป็นจริงและระดับพัฒนาการที่สามารถจะเป็นไปได้ เรียกว่า พื้นที่รอยต่อพัฒนาการ (Zone of Proximal Development) ซึ่งไวก็อตสกี้เปรียบเทียบการเรียนรู้กับพัฒนาการไว้ดังนี้
Past Learning : Actual Development Level
Present Learning : Zone of Proximal Development
Future Learning : Potential Development Level

พื้นที่รอยต่อพัฒนาการ (Zone of Proximal Development) เป็นการทำหน้าที่หรือทำงานอย่างใดอย่างหนึ่งที่ในปัจจุบันที่บุคคลยังไม่มีความสามารถจะทำได้ แต่อยู่ในกระบวนการที่จะทำให้บุคคลมีความพร้อม สามารถทำหน้าที่หรือทำงานได้อย่างสมบูรณ์ในอนาคต เป็นกระบวนการที่ยังอยู่ในระหว่างการเริ่มต้น (Embryonic State) ซึ่งไวก็อตสกีเปรียบเทียบว่าเป็น “ดอกตูม” (Buds) หรือ ดอกไม้ (Flowers) ของพัฒนาการมากกว่าที่จะเป็น “ผล” (Fruits) ของพัฒนาการ (Vygotsky. 1978:86)
