ประกาศเป็นอุทยานแห่งชาติเมื่อวันที่ 4 พฤษภาคม พ.ศ. 2515 ครอบคลุมพื้นที่ป่ารอยต่อสองจังหวัด คือ อำเภอเมืองเพชรบูรณ์ อำเภอหล่มสัก จังหวัดเพชรบูรณ์และอำเภอคอนสาน จังหวัดชัยภูมิ มีเนื้อที่รวม 603,750 ไร่ สภาพพื้นที่ส่วนใหญ่เป็นภูเขาสูงสลับซับซ้อน อากาศหนาวเย็นที่สุดในเดือนธันวาคม-มกราคม อุณหภูมิประมาณ 2-5 องศาเซลเซียส เป็นแหล่งต้นน้ำที่สำคัญของแม่น้ำหลายสาย เช่น แม่น้ำป่าสัก แม่น้ำพอง แม่น้ำเลย มีสัตว์ป่าชุกชุมรวมทั้งนกชนิดต่าง ๆ ตามเส้นทางเดินป่าศึกษาธรรมชาติบนเขาสูงผ่านจุดชมวิวริมหน้าผาสวยงาม อาทิ ผากลางโหล่น ผาล้อม ผากอง นอกจากนั้นยังมีถ้ำและน้ำตกที่สวยงามหลายแห่ง
