วัตถุประสงค์ของการวิจัยครั้งนี้ 1)

วัตถุประสงค์ของการวิจัยครั้งนี้ 1) เพื่อศึกษาการบริหารจัดการตามหลักธรรมาภิบาลของเทศบาลตำบลในจังหวัดนครราชสีมา 2) เพื่อเปรียบเทียบการบริหารจัดการตามหลัก ธรรมาภิบาล จำแนกตามระยะเวลาการจัดตั้งองค์กร 3) เพื่อศึกษาแนวทางการพัฒนาการบริหารจัดการตามหลักธรรมาภิบาลของเทศบาลตำบลในจังหวัดนครราชสีมา การวิจัยในครั้งนี้เป็นการเก็บข้อมูลเชิงปริมาณและเชิงคุณภาพ ประชากร คือ เทศบาลตำบลในจังหวัดนครราชสีมา จำนวน 85 แห่ง ได้ขนาดกลุ่มตัวอย่าง 70 แห่ง ด้วยสูตรคำนวณของทาโร่ ยามาเน ที่ระดับความคลาดเคลื่อน 0.05 ใช้การสุ่มตัวอย่างแบบแบ่งชั้นภูมิ ผู้ให้ข้อมูล คือ นายกเทศมนตรีและปลัดเทศบาล จำนวนทั้งสิ้น 140 คน เครื่องมือที่ใช้เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับ .90 และทำการวิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และเปรียบเทียบความแตกต่างตามระยะเวลาการจัดตั้งองค์กรด้วยสถิติ t-test ผู้ให้ข้อมูลสำคัญในการสัมภาษณ์ คือ ผู้ที่มีหน้าที่กำกับดูแลการบริหารจัดการของเทศบาลตำบลในระดับอำเภอ 2 คน และในระดับจังหวัด 1 คน นายกเทศมนตรีและปลัดเทศบาล ซึ่งพิจารณาจากเทศบาลตำบลที่เคยได้รับรางวัลองค์กรปกครองส่วนท้องถิ่นที่มีการบริหารจัดการที่ดี จำนวน 2 แห่ง ๆ ละ 2 คน รวมทั้งสิ้น 7 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ที่มีโครงสร้าง โดยใช้วิธีอุปมานวิเคราะห์และการตีความ
ผลการวิจัยพบว่า
1. การบริหารจัดการตามหลักธรรมาภิบาลของเทศบาลตำบลในจังหวัดนครราชสีมา โดยภาพรวม อยู่ในระดับมาก และเมื่อพิจารณารายด้านพบว่ามีระดับการบริหารจัดการตามหลักธรรมาภิบาลทั้ง 10 ด้านอยู่ในระดับมาก โดยด้านที่มีระดับการบริหารจัดการตามหลัก ธรรมาภิบาลมากที่สุดคือ หลักความเสมอภาค และด้านที่มีระดับการบริหารจัดการตามหลักธรรมาภิบาลน้อยที่สุด คือ หลักประสิทธิภาพ

3. แนวทางการพัฒนาการบริหารจัดการตามหลักธรรมาภิบาลที่เหมาะสมของเทศบาลตำบลในจังหวัดนครราชสีมา พบว่า 1) เทศบาลควรมีการประชุมชี้แจงทำความเข้าใจกับบุคลากร เพื่อให้การดำเนินงานเป็นไปในทิศทางเดียวกัน 2) เทศบาลควรมีการนำเทคโนโลยีสมัยใหม่มาปรับใช้กับการปฏิบัติงานอย่างเหมาะสม 3) เทศบาลควรมีการประสานงานกับอำเภอและจังหวัด 4) เทศบาลควรมีการจัดทำเวทีประชาคมเพื่อรับฟังความคิดเห็นจากภาคประชาชน 5) เทศบาลควรมีการศึกษาระเบียบ ข้อกฎหมายรวมไปถึงหนังสือสั่งการที่เกี่ยวข้องเพื่อป้องกันการเกิดข้อผิดพลาดที่จะเกิดขึ้น และ6) เทศบาลควรจัดให้มีช่องทางการสื่อสารหลายด้าน เพื่อเปิดโอกาสให้ประชาชนได้เข้าถึงข้อมูลข่าวสาร
