นายชินวรณ์ บุณยเกียรติ อดีตรัฐมนตรีว่าการกระทรวงศึกษาธิการ เคยบรรยาย พิเศษเรื่อง "การเตรียมพร้อมด้านการศึกษาของไทย เพื่อก้าวสู่ประชาคมอาเซียน ปี พ.ศ. ๒๕๕๘" ไว้ว่า ประเทศไทยเป็นผู้นำในการก่อตั้งสมาคมอาเซียน มีศักยภาพในการเป็นแกนนำในการสร้างประชาคมอาเซียนให้เข้มแข็ง ภายใต้ยุทธศาสตร์วิสัยทัศน์เดียว เอกลักษณ์เดียว และประชาคมเดียว เพื่อความเจริญมั่นคงของประชากร ทรัพยากร และเศรษฐกิจ

ภายใต้การก่อตั้งนี้จะต้องยึดหลักสำคัญ คือ ประชาคมการเมืองและความมั่นคงของอาเซียน ประชาคม เศรษฐกิจอาเซียน ประชาคมสังคมและวัฒนธรรมของอาเซียน การศึกษานั้นจัดอยู่ในประชาคมสังคมและวัฒนธรรม ซึ่งจะมีบทบาทสำคัญที่จะส่งเสริมให้ประชาคมด้านอื่นๆมีความเข้มแข็ง เนื่องจากการศึกษาเป็นรากฐานของการพัฒนาในทุกๆ ด้าน

การเตรียมความพร้อมของการศึกษาไทย มีจุดมุ่งหมาย ดังนี้

๑. การสร้างประชาคมอาเซียนด้วยการศึกษา ให้ประเทศไทยเป็น Education Hub มี การเตรียมความพร้อมในด้านกรอบความคิด คือ แผนการศึกษาแห่งชาติ ที่จะมุ่งสร้างความตระหนักรู้ของคนไทยในการจัดการศึกษาเพื่อสร้างคนไทยให้ เป็นคนของประชาคมอาเซียน พัฒนาสมรรถนะให้พร้อมจะอยู่ร่วมกันและส่งเสริมความร่วมมือระหว่างประเทศด้าน การศึกษา โดยให้มีการร่วมมือกันใน ๓ ด้านคือ ด้านพัฒนาคุณภาพการศึกษา การขยายโอกาสทางการศึกษา ส่งเสริมการมีส่วนร่วมในการบริการและจัดการศึกษา

๒. ขับเคลื่อนประชาคมอาเซียนด้วยการศึกษาด้วยการสร้างความเข้าใจในเรื่องเกี่ยวกับเพื่อนบ้านในกลุ่มประเทศอาเซียน ความแตกต่างทางด้านชาติพันธุ์ หลักสิทธิมนุษยชน การส่งเสริมการเรียนการสอนภาษาต่างประเทศเพื่อพัฒนาการติดต่อสื่อสารระหว่าง กันในประชาคมอาเซียน มีการเพิ่มครูที่จบการศึกษาด้านภาษาอังกฤษเข้าไปในทุกระดับชั้นการศึกษา เพื่อให้นักเรียนไทยสามารถสื่อสารภาษาอังกฤษได้อย่างสร้างสรรค์ นอกจากนี้ยังมีการร่วมมือกับภาคเอกชนในการรับอาสาสมัครเข้ามาสอนภาษาต่าง ประเทศ รวมถึงวัฒนธรรมของประเทศต่างๆเพื่อการอยู่ร่วมกันด้วยความเข้าใจกันของ ประเทศในประชาคม

ส่วนด้านเทคโนโลยีเพื่อการศึกษานั้น จะพัฒนาตามหลัก 3Nได้แก่ Ned Netโครงข่ายเทคโนโลยีสารสนเทศ NEISศูนย์กลางรวบรวม จัดเก็บ และเชื่อมโยงข้อมูลสารสนเทศด้านการศึกษา NLCศูนย์ เรียนรู้แห่งชาติ เพื่อให้ผู้เรียนได้มีการเรียนรู้ด้วยตนเองตลอดเวลา มีการพัฒนาผู้เรียนสู่การเป็นพลเมืองอาเซียน การอยู่ร่วมกันอย่างสันติสุข ความเอื้ออาทร โดยใช้การศึกษาเป็นกลไกในการสร้างวัฒนธรรมใหม่ นักศึกษาที่จบจากอาชีวศึกษาจะต้องเป็นแรงงานที่มีคุณภาพ มีทักษะการทำงานร่วมกันในประชาคมอาเซียน

นอกจากนี้ ยังต้องส่งเสริมให้ประเทศไทยเป็นศูนย์กลางด้านอาเซียนศึกษา เป็นศูนย์การเรียนรู้ด้านศาสนาและวัฒนธรรม เพื่อพัฒนาไปสู่ประชาคมอาเซียนและสากลต่อไป
