อุดมศึกษาในอนาคต - คอลัมน์เลาะเลียบคลองผดุง
ในการประชุมสามัญที่ประชุมอธิการบดีแห่งประเทศไทย ครั้งที่ 1 ของปี 2558 เห็น ดร.กฤษณพงศ์ กีรติกร รัฐมนตรีช่วยว่าการกระทรวงศึกษาธิการ ให้นโยบายหลายเรื่อง และที่น่าสนใจเห็นจะเกี่ยวกับการสร้างคน สร้างความรู้ และการนำความรู้ของอุดมศึกษา ที่จำเป็นต้องมีการทบทวนภารกิจกันเสียที
เริ่มจากยาหอมแก้ลมชมกันให้ชื่นใจก่อนว่า การอุดมศึกษาไทยนั้น มีศักยภาพเพียงพอแน่นอนอยู่แล้ว ไม่ต้องสงสัย แต่สิ่งสำคัญที่ทำให้เกิดการติดหล่ม ก็คือเรื่องของธรรมาภิบาลและระบบการบริหารจัดการภายใน นี่แหละทำให้ศรัทธาของสังคมมีต่อสถาบันอุดมศึกษาลดลง
ดังนั้น การบริหารจัดการอุดมศึกษาไทย ต้องมีการปฏิรูปจากข้างใน หลักใหญ่ คือ ความรับผิดชอบทางสังคม ความโปร่งใส และการเปิดรับการตรวจสอบจากสังคมหรือหน่วยงานภายนอก การมีธรรมาภิบาลถือเป็นการปฏิรูปตนเอง ต้องดำเนินการตั้งแต่ระดับล่างขึ้นมาถึงสภามหาวิทยาลัย
หลักฐานของการมีธรรมาภิบาลและระบบการจัดการที่ดีนี้ รวมถึงการลดการพึ่งพาแหล่งรายได้ที่มาจากค่าเล่าเรียน แต่ต้องมีวิธีหารายได้จากที่อื่นด้วยการวิจัยพัฒนานวัตกรรม และการบริการทางวิชาการ เป็นต้น
การอุดมศึกษาต้องแสดงให้เห็นถึงการดำรงอยู่ที่มีความสำคัญในการผลิตกำลังคนที่ตรงกับความต้องการของประเทศ และต้องเปลี่ยนค่านิยมของการเรียนมหาวิทยาลัยเพื่อให้ได้รับวุฒิการศึกษาที่สูงขึ้น เป็นการเรียนเพื่อสร้างความพร้อมสำหรับการประกอบอาชีพ

ย้ำกันอีกรอบอุดมศึกษาที่ดี ต้องมีการจัดการที่ดีและสร้าง ธรรมาภิบาลภายในให้ได้ และเป้าหมายใหม่ของการอุดมศึกษาไทยในอนาคต คือการผลิตกำลังคนที่มีคุณภาพ ด้วยการใช้หลักสูตรที่มีความหลากหลาย ไม่ใช่หลักสูตร "เสื้อตัวเดียว" หรือ "รองเท้าเบอร์เดียว" อีกต่อไป
