ใบรับรองแหล่งกำเนิดสินค้า CO กรมการค้าต่างประเทศ
ประเภทของหนังสือรับรองถิ่นกำเนิดสินค้า
หนังสือรับรองถิ่นกำเนิดสินค้าสามารถจำแนกได้เป็น 2 ประเภทใหญ่ คือ หนังสือรับรองถิ่นกำเนิดสินค้าทั่วไป ( Ordinary Certificate of Origin ) และหนังสือรับรองถิ่นกำเนิดสินค้าพิเศษ ( Preferential Certificate of Origin )
1. หนังสือรับรองถิ่นกำเนิดสินค้าทั่วไป ( Ordinary Certificate of Origin ) คือเอกสารที่ใช้เพื่อยืนยันกับผู้ซื้อว่าสินค้าที่ส่งออกไปนั้น ประกอบด้วยด้วยวัตถุดิบภายในประเทศ มีการผลิต หรือผ่านขั้นตอนกระบวนการผลิตภายในประเทศไทย
2. หนังสือรับรองถิ่นกำเนิดสินค้าแบบพิเศษ ( Preferential Certificate of Origin ) คือเอกสารที่ใช้เพื่อยืเพิ่มความสามารถในการแข่งขันได้ โดยทำให้ผู้ซื้อสามารถมีสิทธิพิเศษทางภาษีอากร ในการนำเข้าสินค้านั้นๆ ตามหลักเกณฑ์เงื่อนๆไขของแต่ละความตกลง ดังนี้
1) ฟอร์ม A ( Certificate of Origin Form A) ออกให้สำหรับสินค้านำเข้าที่ได้สิทธิ์ อัตราภาษีพิเศษ ตามเงื่อนไข GSP ที่อนุญาตโดยกลุ่มประเทศ และประเทศต่างๆ ได้แก่ สหภาพยุโรป แคนาดา ญี่ปุ่น นอร์เวย์ สวิตเซอร์แลนด์ บัลแกเรีย โปแลนด์ ฮังการี สาธารณรัฐเชค สาธารณรัฐสโลวัค และสหพันธรัฐรัสเซีย
2) ฟอร์ม FTA ( Certificate of Origin Form FTA) ออกให้สำหรับสินค้านำเข้าที่ได้สิทธิพิเศษทางภาษีอากรตามเงื่อนไขของข้อตกลงเขตการค้าเสรี ปัจจุบันประเทศไทยมีเขตการค้าเสรีที่มีผลบังคับใช้แล้ว 7 เขตการค้าเสรี ได้แก่ เขตการค้าเสรีอาเซียน เขตการค้าเสรีอาเซียน-จีน เขตการค้าเสรีไทย-ออสเตรเลีย เขตการค้าเสรีไทย-นิวซีแลนด์ เขตการค้าเสรีไทย-อินเดีย เขตการค้าเสรีเสรีไทย-ญี่ปุ่น และเขตการค้าเสรีอาเซียน-ญี่ปุ่น ในการนำเข้าโดยขอใช้สิทธิพิเศษทางภาษีอากรภายใต้เขตการค้าเสรีไทย-นิวซีแลนด์ไม่ต้องนำหนังสือรับรองถิ่นกำเนิดมาแสดงแต่ให้รับรองการได้ถิ่นกำเนิดของสินค้าในบัญชีราคาสินค้า ( Invoice ) หรือเอกสารกำกับสินค้าอื่นใด สำหรับบางเขตการค้าเสรี
หนังสือรับรองถิ่นกำเนิดสินค้าจะมีชื่อเรียกเฉพาะดังนี้
เขตการค้าเสรีอาเซียน หนังสือรับรองถิ่นกำเนิดสินค้า เรียกว่า ฟอร์มดี ได้แก่ อินโดนีเซีย มาเลเซีย ฟิลิปปินส์ สิงค์โปร์ ไทย บรูไน เวียดนาม ลาว พม่า และกัมพูชา
