เป็นป้อมปราการทางน้ำที่สร้างขึ้นเมื่อ พ.ศ. 2427 ในรัชสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว เพื่อป้องกันการรุกรานจากอังกฤษและฝรั่งเศส ตั้งอยู่ที่ตำบลแหลมฟ้าผ่า อำเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ ซึ่งเป็นชัยภูมิเหมาะสม หากมีเรือรบของข้าศึกบุกเข้ามาทางปากน้ำ ป้อมแห่งนี้สร้างเป็นป้อมปืนใหญ่แบบตะวันตก และได้ติดตั้งปืนใหญ่อาร์มสตรอง 155 มม. จำนวน 7 กระบอกเป็นอาวุธหลักของป้อม ทำให้ป้อมนี้เป็นป้อมปราการของสยามที่ทันสมัยมากที่สุดในเวลานั้น
ป้อมพระจุลจอมเกล้าได้ใช้เป็นที่ยิงต่อสู้กับเรือรบฝรั่งเศสในวิกฤติการณ์ ร.ศ. 112 โดยมีพลเรือตรี พระยาชลยุทธโยธินทร์ เป็นผู้บัญชาการรบ
ปัจจุบันป้อมพระจุลจอมเกล้าขึ้นตรงกับฐานทัพเรือกรุงเทพ และได้ประดิษฐานพระบรมราชานุสาวรีย์พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวเมื่อ พ.ศ. 2536 เพื่อเป็นราชานุสรณ์และรำลึกถึงพระมหากรุณาธิคุณของพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว ที่ทรงมีต่อปวงชนชาวไทยอย่างหาที่เปรียบไม่ได้ และกองทัพเรือได้จัดเป็นพิพิธภัณฑ์เปิดให้ประชาชนเข้าชมด้วย ป้อมพระจุลจอมเกล้าจึงเป็นสถานที่ท่องเที่ยวที่สำคัญอีกแห่งหนึ่งของจังหวัดสมุทรปราการ
