กระทรวงคมนาคมมอบหมายให้สำนักงานโยบายและแผนการขนส่งและจราจร (สนข.) ดำเนินการศึกษาและออกแบบโครงการรถไฟความเร็วสูง สายกรุงเทพ-หัวหิน จะเป็นส่วนหนึ่งของการพัฒนาที่ช่วยยกระดับการขนส่งทางรางให้มีมาตรฐาน เชื่อมโยงโครงข่ายคมนาคมขนส่งให้มีประสิทธิภาพ และให้ประชาชนมีทางเลือกในการเดินทางเพิ่มมากขึ้น ตลอดจนเป็นการเพิ่มขีดความสามารถในการแข่งขันของประเทศสู่การเป็นศูนย์กลางการคมนาคมในภูมิภาค

ทั้งนี้จากการศึกษาคัดเลือกแนวเส้นทางที่เหมาะสมดังแสดงในรูปที่ 2.2-4 พบว่าแนวทางเลือกที่ 1 เป็นแนวเส้นทางที่มีความเหมาะสมมากที่สุด โดยช่วงแรกเริ่มต้นจากสถานีรถไฟกลางบางซื่อ ใช้เขตทางแนวรถไฟสายใต้ผ่าน จ.นครปฐม ราชบุรี บรรจบสถานีเพชรบุรี ส่วนช่วงที่ 2 ผ่าน
อ.เมือง จ.เพชรบุรี ใช้แนวถนนเพชรเกษม เป็นทางรถไฟยกระดับระยะทาง 4.5 กิโลเมตร บรรจบเข้าทางรถไฟสายเดิมผ่าน อำเภอชะอำ เข้าสู่สถานีหัวหิน รวมระยะทางรถไฟความเร็วสูงสายกรุงเทพฯ-หัวหิน 225 กิโลเมตร ทั้งนี้โครงการดังกล่าวจะช่วยรองรับการเดินทางเข้า-ออกภาคใต้ให้มีทางเลือกในการเดินทางเพิ่มมากขึ้น ซึ่งจะช่วยเพิ่มขีดความสามารถในการคมนาคมขนส่งของประเทศ
