เทศกาลช้างเริ่มขึ้นครั้งแรก ในวันที่ 19 พฤศจิกายน พ.ศ.2503 อำเภอท่าตูม จังหวัดสุรินทร์ ซึ่งเป็นที่ตั้งของหมู่บ้านช้างได้มีการจัดงานฉลองที่ว่าการอำเภอใหม่ และนายอำเภอในขณะนั้นได้เชิญชวนให้ชาวกูยที่มีอาชีพเลี้ยงช้างได้นำช้างของ ตนมาจัดแสดงและจัดขบวนแห่ช้างให้ประชาชนทั่วไปได้ชม ซึ่งได้รับความสนใจจากประชาชนทั่วไปอย่างมาก และกลางคืนจะมีมหรสพสมโภชตลอดคืน และได้กลายเป็นงานช้างประจำปีของจังหวัดสุรินทร์ และโด่งดังไปทั่วโลก
