พระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัว เมื่อพระชนมายุได้ 13 พรรษา ได้เสด็จไปทรงศึกษา ณ ประเทศอังกฤษ ทวีปยุโรป ระหว่างที่ทรงศึกษาอยู่นั้น ได้ทรงทราบเรื่องการสู้รบเพื่อรักษาเมืองมาฟิคิง (Mafeking) ของ ลอร์ดเบเดน โพเอลล์ (Lord Baden Powell) ซึ่งได้ตั้งกองทหารเด็กเป็นหน่วยสอดแนมช่วยรบในการรบกับพวกบัวร์ (Boar) จนประสบผลสำเร็จ และได้ตั้งกองลูกเสือขึ้นเป็นครั้งแรกของโลก ที่ประเทศอังกฤษ เมื่อ พ.ศ. 2450 เมื่อพระองค์เสด็จนิวัติสู่ประเทศไทย ก็ได้ทรงจัดตั้งกองเสือป่า (Wild Tiger Corps) ขึ้น เมื่อวันที่ 6 พฤษภาคม 2454 มีจุดมุ่งหมายเพื่อฝึกหัดให้ข้าราชการและพลเรือนได้เรียนรู้วิชาทหาร เพื่อเป็นคุณประโยชน์ต่อบ้านเมือง รู้จักระเบียบวินัย มีความจงรักภักดีต่อสถาบันชาติ ศาสนา และพระมหากษัตริย์ ต่อจากนั้นอีก 2 เดือน ก็ได้พระราชทานกำเนิดลูกเสือไทยขึ้นเมื่อวันที่ 1 กรกฎาคม 2454 ด้วยทรงมีพระราชปรารภว่า เมื่อฝึกผู้ใหญ่เป็นเสือป่า เพื่อเตรียมพร้อมในการช่วยเหลือชาติบ้านเมืองแล้ว เห็นควรที่จะมีการฝึกเด็กชายปฐมวัยให้มีความรู้ทางเสือป่าด้วย เมื่อเติบโตขึ้นจะได้รู้จักหน้าที่และประพฤติตนให้เป็นประโยชน์ต่อชาติบ้านเมือง
จากนั้น ทรงตั้งกองลูกเสือกองแรกขึ้นที่โรงเรียนมหาดเล็กหลวง (โรงเรียนวชิราวุธ ในปัจจุบัน) และจัดตั้งกองลูกเสือตามโรงเรียน ต่าง ๆ ให้กำหนดข้อบังคับลักษณะปกครองลูกเสือขึ้น รวมทั้งพระราชทาน คำขวัญให้ลูกเสือว่า “เสียชีพ อย่าเสียสัตย์ ” ผู้ที่ได้รับยกย่องว่าเป็นลูกเสือไทยคนแรก คือ นายชัพท์ บุนนาค ซึ่งต่อมา ได้รับพระราชทานบรรดาศักดิ์เป็น “นายลิขิตสารสนอง”

ปี พ.ศ. 2463 ได้จัดส่งผู้แทนคณะลูกเสือไทย จำนวน 4 คน ไปร่วมงานชุมนุมลูกเสือโลก ครั้งที่ 1 (1st World Scout Jamboree) ซึ่งจัดเป็นครั้งแรกของโลก ณ อาคารโอลิมเปีย กรุงลอนดอน ประเทศอังกฤษ
ปี พ.ศ. 2465 คณะลูกเสือไทย ได้สมัครเข้าเป็นสมาชิกของสมัชชาลูกเสือโลก ซึ่งขณะนั้นมีสมาชิกรวมทั้งสิ้น 31 ประเทศ ประเทศทั้ง 31 ประเทศนี้ นับเป็นสมาชิกรุ่นแรก หรือสมาชิกผู้ก่อการจัดตั้ง (Foundation Members) สมัชชาลูกเสือโลกขึ้นมา
ปี พ.ศ. 2467 ได้จัดส่งผู้แทนคณะลูกเสือไทย 10 คน ไปร่วมงานชุมนุมลูกเสือโลก ครั้งที่ 2 ณ ประเทศเดนมาร์ก
ปี พ.ศ. 2468 พระบาทสมเด็จพระมงกุฏเกล้าเจ้าอยู่หัว เสด็จสวรรคต เมื่อวันที่ 24 พฤศจิกายน 2468
