หลังจากพระองค์ทรงมีพระราชดำริแล้ว ได้มีการประชุมร่วมกันระหว่างจังหวัดและสำนักงานเลขานุการคณะกรรมการพิเศษเพื่อการประสานงานโครงการอันเนื่องมาจากพระราชดำริ (กปร.) โดยมี ม.จ.จักรพันธุ์เพ็ญศิริ จักรพันธุ์ เป็นประธาน เพื่อกำหนดนโยบายเกี่ยวกับการจัดตั้งศูนย์ศึกษาการพัฒนา โดยใช้ชื่อว่า "ศูนย์ศึกษาการพัฒนาพิกุลทอง" ซึ่งกำหนดแนวทางในการดำเนินงานโครงการโดยยึดหลักพระราชดำริเป็นแนวทางและ กปร. มีมติอนุมัติหลักการในการดำเนินงานศูนย์ศึกษาการพัฒนาพิกุลทอง เมื่อวันที่ ๖ มกราคม ๒๕๒๕ โดยให้สำนักงานเลขานุการ กปร. เป็นผู้ประสานงานกับหน่วยงานที่เกี่ยวข้อง รวมทั้งดำเนินการจัดทำแผนงานและงบประมาณสนับสนุน
วัตถุประสงค์
(๑) เพื่อศึกษาและพัฒนาดินอินทรีย์ รวมทั้งดินที่มีปัญหาอื่น ๆ ในพื้นที่พรุให้สามารถนำมาใช้ประโยชน์ในทางการเกษตร และด้านอื่น ๆ ตามข้อกำหนดการใช้ประโยชน์พื้นที่พรุที่แบ่งเป็นเขตสงวน เขตอนุรักษ์ และเขตพัฒนาไว้แล้ว
